Council Minutes of 9-3-74 <br />-g- <br />Mr. Wilamosky asked Finance Director Gerlach if he will be coming out with a <br />balance of appropriations and up to date sheet within the near future. Fin~tce <br />Director Gerlach stated they would make one up as of August 31st. <br />Mr. Giesser scheduled a B.Z.&D. Committee meeting on September 10, 1974, 8:00 P.M., <br />City Flail. <br />Mr. Lampert asked Laiw Director Gateau in regard to the Bursa Rd. -Porter Ltd. ditch, <br />referred to as Glendenning, if we ha~re had any success in acquiring the property <br />east of Burns Rd. Any progress made with the Attorney? Law Director Bateau stated <br />he has met with no success at a11. Mac. art asked if it would be bes~ficial <br />if a lettez from Council to the attornsy urging him would help. air. Lisapert std <br />Clerk will draft letter and any auggestioaa~s from Lam Director would be appreciated. <br />Mrs. Sharpe requested G1erk tv provide her with a list of all of the welfare <br />recipients in North Olssted. Mrs. Sariuger comauented if this is in reference <br />to baskets for needp families -she has a list from previous yearn which should <br />be updated and will turn same over to Mrs. Sharpe. <br />Mr. WilamDSky stated he would like to speak on old business: On June 26, 1969, <br />Council approved the appointment of an Maeasment Bqualiar~tion Board to determine <br />all of the objections concerning sanitary sewers Contract 16. That Board submitted <br />their findings and recom~adations to the Council in report dated Juxae 27, 1569. <br />The Board recommended with regard to the property of Mr. and Mrs. Daaziel Roberts <br />on the north side of Lorain Rd. and similar properties o~med by Mr. Steve Kailas, <br />Mr. and Mrs. Delmar Ernest sad Mary Klein, that the City adopt a policy of arasuming <br />a portion of the property owner's installation cost. The recomsmndation funhex <br />stated that in the cases of these four individuals the City chase to install the <br />main sewer line at the rear of these properties on the north side of Lorain Rd. <br />for its own convenience and decreased cost. On August 5, 1469, Council adopted <br />a Resolution 69-1S4 approving the report of the Equalization Board. In reviewing <br />assessments of sanitary sewer Contract 16 -both the preliminarq and final assess- <br />ments -found in the case of Mr. Ernest his preliminary assessa~t was lower than <br />the final assessment for the reason he had an additional tie in; but could not <br />find any data to substantiate the folioM-ug of the Board's rec dation that the <br />City share in the installation cost of the sanitary sewers on progenies of above <br />four individuals. The report by the Board did not mention the dollar amount the <br />City should share in the cost; but it is Mr. Wilamosky's opinion that this Council <br />should look into the matter. Whether we contact handing attorn~s sad whether other <br />data can be supplied by the Ad>atnistration. Have talkdd to Mr. Eraamst who indicated <br />he received no reaauneration as wan directed by the Equalization Board in 19159. <br />t~ondered if the Administration amt Lary Department can assist an this matter. <br />Mayor Christman stated it might be well to review this situation as to the reason <br />for the sewer being placed in the rear -the pros and cans of it. Then if there is <br />some sort of a reaaKnaeration to be made Mr. Ernest or any that t~ Equalisation <br />Board recommended, Council, on a moral claim basis, may pass such legislation. <br />Clerk has asked for and the Mayor has received some infors~ation on this from <br />the Engineer. Will be glad to present sa®e to Committee when they choose. Mr. <br />Wilamosky said he will supply the Co~amittee with any information he has. <br />President O'Neill referred subject matter to Mr. Goggin, Chair®sn Streets & <br />Drainage Committee. <br />_~~: <br />
