Biskind & Shur along with Inter-Faith Group: this is <br />a 10 story building and would be federally subsidised rest. Coassitt$e agreed with <br />concept. There were a number of questions regarding legalities of pm~ssing resolu- <br />tions on it and the rezoning ffiakisg a new classification strictly for senior <br />citizen housing. This was referred to the Law Director for his inspection and <br />recommendations. upon receipt of rec ations from Lea Director will meet <br />with Planning Commission and discuss exactly what would go into a reclassification <br />for strictly senior citiaens. <br />The Ad hoc Committee on Recreation will meet April 17, 1974, 8:00 P.M., City Rall. <br />The B. Z. & D. Committee will meet on April 24, 1974, 7:00 P.M., City Hall. <br />Mr: Lampert, Chairman Finance Coss;ittee, reported following: 1) Committee met <br />several times since last Council Meeting - are in midst of setting up wage <br />structures with City employees. Tao factors - school guards and auxiliary police - <br />were reviewed. School Guards are in€reased from $1.98 per hr. to $2.10 pmmr hr.; <br />Auxiliary Police from $2.35 tap rate to $2.50 per hr. gill now proceed with Legis- <br />lation for Safety Forces; <br />2) Engineering Department inspection fees - Committee feels necessity for in- <br />creasing inspection rates, and west ed amount is from $5. to $7.,50 for hourly <br />inspection; <br />3) Building Department permit fees - no change since 1963 and in receipt of <br />recommended figures along this line. <br />4) Dept. of Human Resources - Committee rewi.ewed this ordinance again and discussed <br />ordinance with individuals who served on the Advisory Commissioa. Co~i.ttee reeoat- <br />mends following amendments to ordinance: 1) seven members instead of five; 2) <br />powers and duties to be more explicit as far as establishing policies and procedures; <br />3) monthly meetings; 4) yearly budget to be submitted. Legislation will'be requested. <br />5) Committee has been asked by Service Director to request legislation for authori- <br />zation to advertise far bids for 1,000 tons of slag; 5500 tons of asphalt; and <br />gasoline, diesel fuel and motor oil (contract ends June 1st) Legislation will be <br />requested. <br />Mr. Wilamosky, Chaire-as Intro Governeeentsl Relations & Legislation Committee, <br />reported following: 1) Committee and B. 2. S II. Co~atttee meet jointly to discuss <br />possible legislation which would require emerg;~eiacy exit drive at automrsble dashes. <br />It is the opinion of both committees that legislation requirit~ eaeargpsncy exit at <br />sutoc~bile washes is in order and further recommended legislation be drafted. <br />Legislation request has been sent to Law Director; <br />2) Legislation Committee further reviewed suggested additions to Ord. No. 74-48 - <br />creatiag a new chapter in Codified Ordinances entitled "Maintenance of unoccupied <br />commercial buildings". Addition is that owners of signs ox oweeers of the premises <br />in which signs are located shall be required to remove these siRas after the <br />business has ceased and vacated. Co~rittee recommended that Ord. No. 74-d8 be <br />revised to include the zaquire~sts of reaeoval of signs. Legislation request has <br />been forwarded to Law Department. <br />Mrs. Sharpe, Chairman Public Safety, Health & Welfare Committee, reported Co~nittee <br />met and discussed follo~rng: 1) C»1 and C~2 permits for fors-er Fly's ~ctst, <br />27600 Lorain Rd., owned by Mr. Raymond C. Jenne. Committee held up on this app13- <br />cation pending letter from Building Con~mi.ssionex Gundy which stated the building <br />and site formerlq were approved for restaurant occupancy.
