Council Minutes of 2-5-74 -~_ <br />2) Basile claim regarding sewer charge: Committee did not have sufficient <br />information and Service Director will get that information beā¬ore any decision <br />will be made; <br />3) Mr. Pinkney's request in connection with sewer charge: Committee feels there <br />is no just cause for any rebate on this particular charge; <br />4) Request for Department of Human Resources: Committee in accord; also suggestion <br />for a Director and secretary; Di,rectar to be appointed by and be the responsibility <br />of the Mayor. In addition, and advisory board or commission be established con- <br />sisting of 5 or 7 members to be appointed by the Mayor and approved by Council. <br />Legislation will be requested; <br />5) Request for fencing or. properties in North Park Estates: there is 360 ft. <br />involved and presently charge for fencing is from $2.75 to $3.00 per.%*_~ which <br />=.~ould cost in area of $1,000. Taking into consideration there are many areas <br />in City with similar problems and possibility of other requests in other areas; <br />also the fact that the fencing would not solve the problem because there would <br />be open area in front and rear of the properties for trespassing, debris, etc. <br />as claimed, Committee's recommendation is that the City does not take on the <br />responsibility for fencing of areas; <br />6) Committee met with Fire and Police Safety Forces regarding their requests; <br />another meeting is scheduled on February 11, 1974; <br />7) Committee met with Fire Chief and Police Chief who gave brief resume of what <br />they would like in expenditures for coming year. Fire Chief stated due to para- <br />medic services that will be rendered he would need additional manpower: One <br />additional man on ambulance run for this type of call. Explained number of runs, <br />and present manpower, etc.; 2) He also requested need for pick-up truck for fire <br />hydrant repairs as well as replacing an existing truck; also rebuilding of a <br />1955 engine in need of repair. <br />8) Police Chief expressed need for more manpower - requesting possibility of 6 <br />additional men. Police Chief would like to set up what is called a staggering <br />shift to have policemen on the road at all times; 2) requested another Juvenile <br />Off;tcer as workload is quite heavy; 3) Civilian Dispatcher to enable policemen <br />to be on the road; 4) additional clerical help and explained volume of reports, etc.; <br />5) suggested a Cadet Program. <br />President O'Neill requested Mr. Limpert to dictate letter to Clerk in answer to <br />Mr. Skolinsky's request on the fencing. <br />President O'Neill referred requests of Mayor Christman into Committee. <br />Mr. tJilamosky, Chairman Tntra Governmental Relations & Legislation Committee, <br />reported Committee met on January 29, 1974, and reviewed requests by Mayor <br />Christman for approval of following appointments: I) Mr. Mark Addq to serve <br />on Recreation Commission. '~.r. Addy was present at meeting on request of Mr. <br />Wilamosky. Committee recommends approval of Mr. Addy to the Recreation Commission. <br />Mr. Wilamosky moved that Council approve the appointment of Mr. Mark Addy to the <br />Recreation Commission, term expiring 12/31/75, seconded by Mr. Limpert. Affirma- <br />tive voEe: Giesser, Goggin, Limpert, Beringer, Sharpe, West, Wilamosky. Motion <br />carried. <br />2) Mr. James Prokasy to serve on Planning Commission. Mr. Prokasy attended <br />meeting at ?4r. Wilamosky's request. The question of conflict of interest was <br />answered by Law Director - it is Mr. Gateau's legal opinion that no conflict of <br />interest would exist should the City enter into a contract with Capital National <br />Bank for deposit of pub~.ic monies for active and inactive accounts.
