<br />Ordinance No. 74-2 introduced by Mr. Limpert was given its third reading.
<br />An Ordinance authorizing the Mayor to enter into a contract €or the deposit of
<br />public monies with the institutions designated by Council as depositories for
<br />the active and inactive accounts of the City. Mr. Limpert moved for adoption,
<br />seconded by Mr. West. Affirmative vote: Giessen, Goggin, Limpert, Beringer,
<br />Sharpe, West, Wilamosky. ~4otion carried. Ord. No. 74-2 adopted.
<br />Ordinance No. 74-11 intxoduced by Mr. Giesaer was given its second reading.
<br />An Ordinance accepting as ens t for the installation and maintenance of a
<br />water main for the purpose of st~p3.ying rater service by the City of Cleveland to
<br />private property which abuts Brookp'k mad and is situated generally between
<br />Grace Avenue and Georgette Avenue and declaring an emergency.
<br />Mr. Limpert moved the Finance Director furnish Fiscal Officer's Certificate in
<br />connection with Ordinance No. 74-13, seconded by Mr. West. Affirmative vote:
<br />Giessen, Goggin, Limpert, Beringer, Sharpe, West, Wi].amosky. Mohan carried.
<br />Finance Director Gerlach furnished Certificate.
<br />Ordinance No. 74-13 was intxoduced by Mr. Limpert. An Ordinance to provide for
<br />the issuance of $1,$67,000 renewal notes in anticipation of the issuance of bonds
<br />to pay .the City's portion of the cost of improving Columbia Road and certain other
<br />streets and easements by constructing sapitary sewers, sewer curb connections and
<br />necessary appurtenances, includixbg a sstsage lift station and force main, necessary
<br />street resurfacing and restoration of drainage facilities (Contract Nos. I5 and lb)
<br />and declaring an emergency. Mr. Limpert moved for suspension of rule requiring
<br />three separate readings, seconded by Mr. West. Affirmative vote: Giessen, Goggin,
<br />Limpert, Saringer, Sharpe, West, Wilamosky. Mr. Limpert moved for adoption,
<br />seconded by Mr. West. Affirmative vote: Giessen, Goggin, Limpert, Saringer,
<br />Sharpe, West, tailamosky. Motion carried. Ord. No. 74-13 adopted.
<br />Resolution No. 74-I4 was introduced by Mr. West. A Resolution authorizing the
<br />Mayor to make application to the United States Department of Transportation far
<br />a grant for the purchase of new buses for the North Olmsted Municipal Bus Line,
<br />and declaring an emergency. Mr. West ~-ed for suspension of rule requiring
<br />three separate readings, seconded by Mr. Limpert.. Affirmative vote: Giessex,
<br />Goggin, Limpert, Saringer, Sharpe, West, Wilamosky. Mr. West moved for adoption,
<br />seconded by Mr. Limpert. Affirmative vats: Giessen, Goggin, Limpert, Saringer,
<br />Sharpe, West, Wilamosky. Marian carried. Res. No. 74-14 adopted.
<br />Ordinance No. 74-15 was introduced by Mr. Limpert. An Ordinance authorising the
<br />continuance of employment of Thomas R. Skuliaa as special legal counsel in the
<br />defense of the City and Members of Council in the case of Saringer, et al vs.
<br />City of North Olmsted, et al, and declaring an emergency. Mr. Wil~nasky questioned
<br />emergency clause. Law Director Gareau explained case in summary ~udgtaent. Mr.
<br />Limpert ns?ved for suspension of rule requiring three separate readings, seconded
<br />by Mr. Giessen. Affirn~tive vote: Giessen, Goggin, Limpert, Sharpe, West,
<br />Wiiaa~osky. Abstained: Saringer. Mr. Limpert coved for 8doption, seconded by Mr.

<br />Abstained: Saringer. Motion carried. Ord. No. 74-15 adopted.
<br />Mr. West inquired of Law Director Gareau if it is a conflict of interest for a
<br />Councilman to be suing the City. Law Director Gareau stated no because action
<br />came about before the Councilman was elected to Council.
