Council Minutes of 12-16-75 -3- <br />Mr. Beaty asked if there is a prior obligation regarding this and asked about <br />the Law Director's opinion. Mr. Goggin explain+sd in 19b9 there was a request <br />for a street opening. This wan prior to the development we know it is to be. <br />The Planning Comn3.ssion approved it sad ease went to a Corui.ttee of Council. <br />Council`s minutes indicated legislation was to be drafted. Legislation was <br />never drafted and the question Law Director Gateau answered was during the <br />time frame from 1959 to 1975 whether or not there was an undue le~th of time <br />to still warrant as action according to the former Planning Cossriasion's <br />recomwendation. Law Director Gateau felt that it was an undue length of time and <br />recommended that the Planning Coea~ission cemlaider this as a new project which <br />they did. Subsequenty the P2.anaing Commission chose to deny the requ+sat and <br />Mr. DiBeaedetto came to Council. <br />Roll Call on Motion: Affirmative vale: Beaty, Goggin, Lampert, Beringer, Sharpe, <br />West, Wilanrosky. Motion carried. <br />Mr. Goggin repoxted the Streets it Drainage Committee met With the $nvironmental <br />Control Committee on December 10, 1975. Purpose of the meeting was to review <br />and update the flooding in the northeast section of the City. The Service <br />Department has been smoke testing downspouts in order to detect cross connections <br />which overload the lift station in that area and during heavy rains causes back- <br />ups into hones. The City der has indicated earlier that if as few as 100 <br />homes can be located with these cross connections a~ disconnected, most of the <br />back-up into these hcsdes would be elisnated. Service Director meter at the <br />meeting indicated that to-data 44 homaa have been found with cross connections <br />and have only checked to date one-third of the homes in that area. Therefore, <br />it is safe to assume that the 100 homes that the Engineer has indicated would <br />eliminate or at least alleviate to a mayor degree our problem will certainly be <br />found. The Streets b Drainage Coss~i.ttse and the Environmental Control Committee <br />will continue to keep Council updated as progress moves along; <br />2) Cosmittee discussed with the Service Director and the City ~Enginser the <br />possibility of a roadside ditch program. Surface water on the roadways which <br />is not able to be accepted into the roadside ditches is a ms~or cause of street <br />deterioration and Committee has reco^matded that the Engineer compile a list of <br />those streets whose roadside ditches era deficient and to report back to <br />Committee in order to establish a woxkable plan to help alleviate this problem; <br />3) Come~i.ttee discussed a need fox a sidewalk on 1~till Rd. Pedestrian traffic on <br />this street is one of the most hazardous in the City. The street is a lloro~al <br />route for people on their way to and from the Perk - living on Dover Ce:ttec Rd. <br />and east of Dover Center Rd. The n~erber of youths riding bicycles is continuing <br />on the increase and it is difficult sad dangerous to maneuver a bicycle on that <br />street - a sidewalk is needed badly. <br />Mr. Goggin moved thaC the City Engineer be instructed to prepare plans, specifi- <br />cations and estimated cost of construction for a sidewalk on the north side of <br />Mill Broad from Dover Center Road to Porter Road, seconded by Inc. West.
