Council Minutes of 3-18-75 -4- <br />2) Clerk has forwarded a copy of Lakewood Resolution to the Legislation Committee. <br />The Lakewood resolution is urging the Court of Common Pleas, Juvenile Court <br />Division to consider establishing a juvenile court branch in the West Shore Area. <br />Their resolution indicated preferably Lak~swood, Ohio. It is the opinion of the <br />Committee that the Legislation Coataittee meet with the Safety Director, Director <br />of Hu®an Resources and the Juvenile Of#icer of the Police Degartmeaat to discuss <br />the purpose and feasibility of establishing a juvenile branch in perhaps North <br />Olmsted or in the West Shore Area; and Cc~eaittee will ask above mentioned to attend <br />a meeting and discuss this further; <br />3) Committee has also reviewed the p d rwisions and possible asendmsnts to <br />Chagt~r 1357 of Codified Ordi~ which cbZals with the Electric Code of the <br />City. It is the rec Lion of the Garrlttee that the revisions in the <br />1975 edition of the National Electric Code be adopted and legislation has been <br />requested; <br />4) Committee has reviewed the new printing of the Traffic Code printed by Walter <br />H. Drape Co. It is the opinion of the Co~i.ttee and Law Depart~t that the <br />printing and numbering is acceptable sad Committee recommends that the new Traffic <br />Code be adopted. <br />Mrs. Sharge, Chairman Public Safety, Health & Wezfare Committee, reportea following: <br />1) a meeting was held at the North Olmsted S~rtsman Club on March 12, 1975. In <br />Attendance from North Olmsted were Meabexm of Council, Mayor Christman and Police <br />Chief Hird. Discussed were pros and coats of the controversial issue of gun <br />registration and hand gun control. There was much input into this issue both by <br />Members of the Sportsmen Club, visiting rssid+mtta and Council Members; <br />2) Committee held a meeting on March 16, 1975, and in attendance were Mr. Cliff <br />Crabbs and Mr. Henry Wilms of the City. Discussed and were in agreemrs~at that <br />North Olmsted should be represented in the Council of Councils-in Bast Clev eland <br />and put forth our suggestions and input into this Committee. Committee has come <br />up with a few suggestions to help formulate effective, adequate and reason~le <br />control of our Rtun t~roblems. They are stricter penalties for a first time felon; <br />mandatory penalties for a second offense with a gun; anu a five nay wazLing <br />period for acryone purchasing a handgun before the gun can be picked ~. It is <br />the Committee's contention that we must gut pressures on our elected judges and <br />see that felons are mat just given a slap on the wrist and dismeissed but should <br />be punished to the full extent of the left and these laws should be adhered to. <br />Gun registration by itself is no panacea to this ever present problem. Our only <br />remedy to this situation is stricter laws for the offender. Committee will meet <br />again and will work out a resolution to be sent to our State Legislature and <br />hope that other communities will act favorably on these issues mentioned; and in <br />that way can start on a cure far the inadrquacies that are apparent in our courts <br />concerning mandatory enforcing of our existing laws. Am requesting Clerk of <br />Council to send a lettex to the East Clavel+omd representatives stating our <br />intention to particigate in the catty wide program; <br />3) Commaittee reviewed application for liquor permit for Buckeye P H Inc., dba <br />Pizza Hut, 27$45 drain Rd., sad Comsaittae is requesting a hearing on this <br />application as 27845 Lorain Rd. is a vacant lot. <br />Letters, Communications: <br />Clerk read letter from Mr. Aarvey Denk, President of North Olem ted Chasiber of <br />Commerce, in connecticm with legislation establishing collection of refuse by <br />City with request legislation be held up pending meeting with Chamber giving <br />full detail, reason and explanation of the imposition of this fee on commercial <br />establishments. <br />
