Council Minutes of 11-16-76 <br />-3- <br />Mr. Boehmer moved for approval of Mr. James Patton to the Board of Building Code <br />Appeals, term ending 12/31/77, secc-±ded by Mr. W_st. Affirmative vote: Beaty, <br />Boehmer, Saringer, Sharpe, West, G?~~iscsky. M:~tion carried. <br />3) Council as a t~k»le met with Director of Dept. of Hutaan Resources Don Copeland <br />on November 15, 1y76. Council decided to hold off on any action on Title 7 until <br />it is known what the budget will be for 1977. Title 7 will give matching funds <br />to the City to participate in a Federal Program to provide 100 hot meals daily <br />for senior citizens. Council has until June to decide whether or not to participate <br />in this program for 1978; <br />4) the streetlight near Marcie Lane on Dover Rd. has been changed to the corner <br />of Marcie Lane and Dover Centex Rd. <br />Mr. Wilamosky, Chairman Finance Committee, and Long Range Planning Committee, <br />reported: 1) Finance Committee recommends approval of request by the Mayor to <br />appropriate $100. to the Mayor's Organization & Travel line item; <br />2) Committee recommends an appropriation of $500. to Architects & Appraisals line item; <br />3) Committee recommends an appropriation of $1500. be made for an Administrative <br />Assistant to the Mayor; <br />4) Committee has taken under advisement the creation of aPurchasing-Personnel <br />Department; <br />5) The Safety Director has asked the Committee and has advised the Committee that <br />he needs a Clerk in the Police Department. He advised that this need came about <br />with the retirement of a police patrolman. It is the Comanittee's opinion that we <br />not hire two people to do the work previously done by one person; <br />6) Committee received a request from the Service Director for authorization to <br />advertise for bids for tires and recapping. Committee recommends action and under <br />New Business will request legislation for same; <br />7) Committee is in receipt of request by the Public Works Commissioner requesting <br />equipment for the Service Department totalling $312,000. Committee respectfully <br />requests the recommendations of the Administration as to how they propose to pay <br />for the equipment for the Service Dept. There was no recommendation within the <br />budget by the Administration earlier in the year for equipment purchase for the <br />Service Dept.; <br />8) Committee also discussed the status of the Treatment Plant with the Administration. <br />Many questions came up at the meeting that could not be answered. As a result, have <br />invited Mr. Kuhn of MacDonald & Co. to meet with Committee and to advise Committee <br />what he has included in many of the figures he has proposed and came to the conclu- <br />sion of a 60~ increase in sewer charges. The meeting will be held tomorrow night, <br />November 16, 1976, 8:00 P.M., City Hall. <br />9) Committee discussed Ord. No. 76-162 and have no objections to the items listed <br />therein. In Caucus, Ord. No. 76-162 was amended to include: $1,500. for <br />Administrative Assistant wages; $500. for Architects & Appraisals, and $100. for <br />Mayor's Organization & Travel; <br />10) Committee met jointly with Recreation Committee and discussed Ord. No. 76-156. <br />Inasmuch as Ord. No. 76-156 is an antra fund transfer of funds and not an <br />additional appropriation Committee has no objections. As a joint committee also <br />discussed with Mr. Broader his report of list of expenditures and receipts of the <br />Rec Complex. As Mr. West indicated, it did show a deficit for 1976 but we will <br />know more on this at the close of 1976. <br />Mrs. Sharpe, Chairman Building, Zoning & Development Committee, reported Committee <br />met on November 10, 1976; also in attendance were City Engineer Childs and Mr. <br />Alex Kanareff, Builder & Developer. Committee discussed the Tallwood Subdivision <br />of Gibson Partners on the easterly side of Canterbury Rd. near Byron Dr. Committee <br />
