Couniil Minutes of 11-16-76 -4- has no objections and Res. No. 76x164 is on first reading tonight; 2)discussed the Charles Braun Subdivision located on the easterly side of Burns Rd. in the Butternut Ridge Subdivi.=:.~n - two lots into one. Committee has no objections and RE,~. lv~. 76--•1.65 is on ~~.ist re~3ing tonight; 3) discussed Orci- No. 16-158 which is on sec~~a:d reading tonight - the amendment of the Zone Map c'tianging certain premises from Mixed Use District, General Retail Business District and Limited Industry to B Residence District. Committee has no objections. Mrs. Sharpe scheduled a Public Hearing on Ord. No. 76-158 and Ord. No. 76-159 for January 5, 1977, 8:00 P.M., City Hall. 4) discussed Inwood Builders Subdivision and Committee has no objections and Res. No. 76-160 is on second reading .tonight; 5) discussed the St~rsmer Auto Body addition located at 29930 Lorain Rd. which is the addition of 278 sq. ft. to the existing building. Committee has no objections. Mrs. Sharpe moved for approval of the addition to Stemmer Auto Body, seconded by Mr. Beaty. Affirmative vote: Beaty, Boehmer, Saringer, Sharpe, West, Wilamosky. Motion carried. 6) discussed a request for a variance to remodel the exterior of non-conforming building (barber shop) located at 4531 Columbia Rd. Special permission is needed to change roof and improvement in foundation and Committee has no objections. Mrs. Sharpe moved for approval of the remodeling of the existing building at 4531 Columbia Rd., seconded by Mr. Beaty. Affirmative vote: Beaty, Boehmer, Saringer, Sharpe, West, Wilamosky. Motion carried. 7) Mrs. Sharpe scheduled a B.Z.&D. Committee Meeting on November 29, 1976, 7:30 P.M., City Hall. Mr. West, Chairman Environmental Control Committee, reported Committee met jointly with Finance Committee on November 4, 1976, with Mr. Steve Sebesta, County Engineer in charge of their sewerage plant, and went over with him his experience in the operation of plants and particularly as it pertains to the North Olmsted Plant. Generally he was complimentary in his opinion of the operation of the North Olmsted Plant. The objective was to find out if there was some way that the County might take over and relieve North Olmsted of the expenses; however, he pointed out that it is a generally established policy that those who benefit from an operation must pay for it and he could see no way that other people could be asked to pay for the operation of the North Olmsted Plant inasmuch as they do not benefit from it. He did feel that there may be a possibility of the County helping out on the capital expenditures which is a major portion of the rate that is being ctrarged on the sewerage. He pointed out t..at it is very unusual that both the capital and the operating expenses of the sewerage system such as North Olmsted is paid from the water rates: that in most cases as far as he knew there was an assessment to the property owners for the capital expenditures and the operating expenditures were generally taken out of the water rates and that is why North Olmsted is higher than others. Mr. Sebesta said insofar as their just operating a plant there would be minimal savings. He gave some average costa for County sewage plants or one that the County operates and they were slightly less than the North Olmsted operating expenses, however, he did exclude the pocky River Plant because they had had so much trouble and therefore the expenses were considerably higher than anything else.
