Couniil Minutes of 11-16-76 -4- <br />has no objections and Res. No. 76x164 is on first reading tonight; <br />2)discussed the Charles Braun Subdivision located on the easterly side of Burns <br />Rd. in the Butternut Ridge Subdivi.=:.~n - two lots into one. Committee has no <br />objections and RE,~. lv~. 76--•1.65 is on ~~.ist re~3ing tonight; <br />3) discussed Orci- No. 16-158 which is on sec~~a:d reading tonight - the amendment <br />of the Zone Map c'tianging certain premises from Mixed Use District, General Retail <br />Business District and Limited Industry to B Residence District. Committee has no <br />objections. <br />Mrs. Sharpe scheduled a Public Hearing on Ord. No. 76-158 and Ord. No. 76-159 for <br />January 5, 1977, 8:00 P.M., City Hall. <br />4) discussed Inwood Builders Subdivision and Committee has no objections and <br />Res. No. 76-160 is on second reading .tonight; <br />5) discussed the St~rsmer Auto Body addition located at 29930 Lorain Rd. which is <br />the addition of 278 sq. ft. to the existing building. Committee has no objections. <br />Mrs. Sharpe moved for approval of the addition to Stemmer Auto Body, seconded by <br />Mr. Beaty. Affirmative vote: Beaty, Boehmer, Saringer, Sharpe, West, Wilamosky. <br />Motion carried. <br />6) discussed a request for a variance to remodel the exterior of non-conforming <br />building (barber shop) located at 4531 Columbia Rd. Special permission is needed <br />to change roof and improvement in foundation and Committee has no objections. <br />Mrs. Sharpe moved for approval of the remodeling of the existing building at <br />4531 Columbia Rd., seconded by Mr. Beaty. Affirmative vote: Beaty, Boehmer, <br />Saringer, Sharpe, West, Wilamosky. Motion carried. <br />7) Mrs. Sharpe scheduled a B.Z.&D. Committee Meeting on November 29, 1976, <br />7:30 P.M., City Hall. <br />Mr. West, Chairman Environmental Control Committee, reported Committee met jointly <br />with Finance Committee on November 4, 1976, with Mr. Steve Sebesta, County Engineer <br />in charge of their sewerage plant, and went over with him his experience in the <br />operation of plants and particularly as it pertains to the North Olmsted Plant. <br />Generally he was complimentary in his opinion of the operation of the North Olmsted <br />Plant. The objective was to find out if there was some way that the County might <br />take over and relieve North Olmsted of the expenses; however, he pointed out that <br />it is a generally established policy that those who benefit from an operation must <br />pay for it and he could see no way that other people could be asked to pay for the <br />operation of the North Olmsted Plant inasmuch as they do not benefit from it. He <br />did feel that there may be a possibility of the County helping out on the capital <br />expenditures which is a major portion of the rate that is being ctrarged on the <br />sewerage. He pointed out t..at it is very unusual that both the capital and the <br />operating expenses of the sewerage system such as North Olmsted is paid from the <br />water rates: that in most cases as far as he knew there was an assessment to the <br />property owners for the capital expenditures and the operating expenditures were <br />generally taken out of the water rates and that is why North Olmsted is higher than <br />others. Mr. Sebesta said insofar as their just operating a plant there would be <br />minimal savings. He gave some average costa for County sewage plants or one that <br />the County operates and they were slightly less than the North Olmsted operating <br />expenses, however, he did exclude the pocky River Plant because they had had so <br />much trouble and therefore the expenses were considerably higher than anything else. <br />Mr. West commented in North Olmsted we have had considerable problems with the Zimpro <br />~Ex~ry <br />
