~. . <br />Council Minutes of 11-3-76 -b- <br />Mr. Boehmer asked Mr. Wilanosky if he has set any meetings with the Firp Department <br />on wage talks. Mr. Wilamosky said he has not but he did receive a ctmmunication <br />from the Mayor last month as to a meeting. Mayor Christman stated they met with <br />them at that time - have taken their requests for the pear 1977 and basically it is <br />about what the Police Dept. received in their two year contract. Committee will <br />have to sit down again to make a counter offer, etc. <br />Under New Business: <br />Mrs. Sharpe stated she has received correspondence from Mayor Christman regarding <br />the elimination of one position on the Architectural Review Board - that being <br />an elector of the City of North Olmsted. Also according to the minutes of the <br />last Planning Commission meeting on October 26th, they seemued to go along with <br />Mayor Christman's elimination of one position also. Mrs. Sharpe said she is <br />very surprised that the Planning Commission made no recommendation on a three <br />member board prior to Ord. No. 7b-144 being referred back to the Plannning Commission <br />some weeks ago. When the Planar Commission originally reviewed the Zoning Code <br />they were in favor of the Architectural Review Board and if they read it thoroughly <br />they should have known that it was to be coyeprised of four members; and they should <br />have taken action then if they were in disagreement on the number of members Lo be <br />appointed to that board. Yesterday, the citizens of North Olmsted gave a mandate <br />on an issue and she feels that to take away the position of a private citizen on <br />that board would be an insult to the voters. The few extra dollars it might <br />possibly cost, in Mrs. Sharpe's view, would be well worth having an elector of <br />the City on that board. Mrs. Sharpe stated she is going to recommend to her Committee <br />that there be established on the Architectural Review Board the four meters as <br />originally was recommuended. Also, feels we should keep the requirements for an <br />architect bxoad enough to insure that we can get someone to fill the position; <br />by limiting that position to a registered architect only, we lessen our chances <br />of finding a suitable person to fill that position. <br />Mr. West asked for legislation authorizing the Service Director to advertise for <br />bids for two vehicles for the Sewerage System. <br />Mr. Beaty discussed political signs in right of ways, on poles, etc., commented on <br />our ordinance with xeapect to same; discussed the cost to the City for removal <br />of these signs; and requested the Legislation Committee to take under consideration <br />and review stricter regulations and gave examples. <br />Mr. West moved to excuse absence of Mr. Goggin, seconded by Mr. Boehmer. <br />Mr. Wilamosky stated he did have other items to discuss before we move into <br />excuse for absence. President Lampert stated excuse for absence will be taken <br />and then return to Mr. Wilamosky. Roll Call on Motion: Affirmative vote: Beaty, <br />Boehmer, Beringer, Sharpe, West, Wilamosky. Motion carried. <br />Mr. Wilamosky called for a Finance Committee Meeting on November 11, 1976, <br />7:30 P.M., City Hall and requested Administration to be in attendance. Also <br />referred to scheduled Committee Meeting of Finance and Recreation Committees <br />for November 13th and gave reasons why two Finance Commiatee Members could not <br />be in attendance. Mr. Wilamosky requested a joint meeting of Finance and Recreation <br />Committees on November 11th, following Finance Committee Meeting, to discuss <br />finances of Rec Complex. Mr. Wilamosky to confirm joint meeting with Mr. Goggin. <br />Mr. Wilamosky referred to a resignation from Board of Zoning Appeals and there <br />has been no recommendation from the Mayor to fill that vacancy and we are going <br />to be faced with another vacancy on that board next month.
