<br />Ordinance No. 76-152 was introduced by Mr. BoehmLr. An ordinance establishing the
<br />Organizational Chart of the Law Department of the City of North Olmsted and establish-
<br />ing the salaries of the limbers of the Law Department, and repealing Ordinance No.
<br />76-108 and declaring an emergency. Laa 1`irea~Car Gaxaau 'y'es asked what the time frame
<br />is with respect to the FedernL Work Study Program. Mr. Gateau explained the sooner
<br />the legislation is passed - the faster he can utilize this program. The program
<br />unless it is refunded goes until June. Mr. Boehmer rowed for suspension of rule
<br />requiring three separate readings, seconded by Mr. West. Affirmative vote: Beaty,
<br />Boehmex, Goggin, Saringer, Sharpe, West, Wilamosky, Mr. Boehmer moved for adoption,
<br />seconded by Mr. West. Affirmative vote: Beaty, Boehmer, Goggin, 3laringer, Sharpe,
<br />West, Wilamosky. Motion carried. Ord. No. 76-152 adopted.
<br />Ordinance No. 76-153 was 3.ntroduced by Mrs. Saringer and given its first reading.
<br />An Ordinance accepting an easement for storm drainage facilities on Broxbourne Road
<br />from Anthony F. and Beverly A. Russo and Anthony M. and Isable E. Russo.
<br />Ordinance No. 76-154 was introduced by Mr. West and given its first reading.
<br />An Ordinance authorizing the Mayor of North Olmsted to enter into an agreement
<br />for computer services with the Regional Tax Agency.
<br />Resolution No. 76-155 was introduced by Mrs. Sharpe and given its first reading.
<br />A Resolution approving the construction of an electric transmission line in the
<br />City of North Olmsted and repealltig Resolution No. 69-160.
<br />Under Old Business:
<br />Mr. Beaty discussed the traffic control signal at Butternut, Porter & Lorain Rds.
<br />He has received numerous complaints and has experienced problems there himself.
<br />He believes there can be better synchronization at that location. Mr. Beaty requested
<br />Safety Director Carnahan to check and see if the synchronization can be improved
<br />or pcssibly put a delay on the redlight before it becomes green on Butternut.
<br />Safety Director will check into same and report back to Mr. Beaty.
<br />Under New Business:
<br />Mr. Boehmer scheduled a meeting of Council as a Whole for November 15, 1976, City
<br />Hall, 8:00 P.M. Mr. Boehmer scheduled a Public Safety, Health & Welfare Committee
<br />and Legislation Committee meeting on October 26, 1976, 8:00 P.M., City Hall, and
<br />requested the Mayor and Safety Director to be in attendance.
<br />Mr. West scheduled an Environmental Control Committee meeting on October 25, 1976,
<br />$:00 P.M., City Hall, and requested Mr. Frank Lavelle to be in attendance.
<br />Mr. Wilamosky scheduled a Finance Coimnittee meeting for October 23, 1976, 10:00 A.M.,
<br />City Hall, and requested Administration to be in attendance with information perti-
<br />nent to the amortization schedule of the debt service for the Sewer Treatment Plant,
<br />the contract with Regional Income Tax Agency for data processing and explanation of
<br />the purchasing policy at the Sewer Treatment Plant.
<br />Mrs.. Sharpe scheduled a Public Hearing on December 7, 1976, 7:30 P.M., City Aall,
<br />on Ord. Nos. 76-144 and 76-145.
<br />President Lampert stated at this time he would like to deviate from the Agenda
<br />and asked if any of the high school students in audience had any questions.
<br />Mr. Joseph Corrigan, 6369 Brighton Drive, requested to speak and stated he would
<br />like to see the Rules of Council somehow amended to allow audience participation
<br />when there is suspension of rules on legislation and explained his reasons therefor.
<br />Discussion ensued. Mr. Wilamosky agreed and supports the s4ggestion of Mr. Corrigan,
<br />giving reasons therefor, and requested the Legislatiot4 Goroaaei.ttee look into a possible
