Council Minutes of 9-21-76 <br />-4- <br />Mr. Kenneth Hu"rtington, 29701 Wallington Drive, addre~aaaed.Council pertaining to <br />the proposed Comprehensive Plan; spoke in favor of it. Discussion ensued. <br />Mr. 3oseph Simmons, Wellesley Avenue, addressed Council with respect to the proposed <br />Comprehensive Plan. <br />Mr. Lou Seuffert, 4679 Porter Rd., addressed Council in support of the Architectural <br />Board of Review and against the rezoning. <br />Mr. Jim Saumer, Lorain Rd., addressed Council voicing opposition to the proposed <br />Comprehensive Plan; also discussed present code. <br />Mary Slama, 28670 Jenkins Rd., addreasad Council voicing opposition to the proposed <br />Comprehensive Plan; also cosa~smtad on representation of homeowners groups <br />supposedly supporting the rezoning. <br />Mr. Robert Swietyniowski, 27284 Nantucket Drive, addressed Council, voicing <br />opposition to the proposed rezoning. <br />LEGISLATION: <br />Ordinance No. 75-218 introduced by Mr. Coggin wan given its third reading. <br />An Ordinance providing for the mdoption of a revised, codified and re-arranged <br />planning and zoning ordinance code for the City of North Olmsted, and repealing <br />previous ordinances inconsistent therewith, as amended. Mr. Coggin moved for <br />adoption, seconded by Mrs. 5aringex. Mr. West as?ved to postpone action on Ord. <br />No. 75-218 to date certain of Nov~er 26, 1976. Mr. West stated this will give <br />an opportunity to fully review this plan. He think: the Comprehensive Plan has <br />some real good points in it and it has some bad points. For instance, he feels <br />we could get all of the other good out of the Comprehensive Plan if we allowed <br />commercial in some of the areas that we do not allow right now, and gat the <br />benefit of the comprehensive plan in other places. Mr. West feels if he were an <br />owner of land on Lorain Rd. he would want an alternate zoning other than comas:rcial <br />which they do not have now other than single residence and that the comprehensive <br />plan would provide for this alternate zoning in case commercial was not available <br />to them. Also, if the proposal on the ballot in November election pasa~e , and Mr. <br />West explained the Charter Amendment, then the revised comprehensive plan could <br />be put on the ballot by Council and could settle the point once and for all - how <br />do the subdivision feel and how are they going to vote on it. Motion was seconded <br />by Mr. Beaty. Mr. Beaty stated he has been on B.Z.& D. Committee since the first <br />of the year and he is not ca~pletely sold on the Plan as a Whole and he does not <br />agree with the Lorain Rd. portion of it which is the obfectionable part to the <br />people here tonight to voice their opposition as in the past. Mr. Beaty cannot <br />go along with the way it is set up. Feels if we were able to add a commercial <br />classification to Lorain Rd. in addition to the multiple family - thane is still <br />a lot of good which could come out of the plan. There has been a great deal of <br />time and work put into it. Mr. Beaty stated many points in the proposed Plan <br />that he is in favor of - i.e, reduction density requirements, parkieg; sues; <br />architectural review board and believes if this was adopted With enough teeth in <br />the Architectural Review Board that it could control and could restxict the way <br />commercial development did progress along Lorain Rd. and that w+a would be able <br />to have a orderly development of North Olmsted. <br />Roll Call on Motion to postpone Ord. No. 75-218 to date certain of 11-16-76. <br />Affirmative vote: Beaty, West. Negative vote: Boehmer, Coggin, Saringer, Sharpe, <br />Wilamosky. Motion defeated. <br /> <br />
