Council Minutes of 4-20-76 -4- <br />a recommendation on these appropriations; <br />3) Coa~ittee discussed Mill Road sidewalks which will require app~oximetely <br />600 ft. of sidewalks and the installation of storm sewer. Committee reviewed <br />the request from Engineering Dept. for installation of the sidewalks and storm <br />sewer and the project would cost approxar~stely $13,000. Committee recamssnds <br />we move ahead with the project and consie~sr financing same through issuance of <br />councilmanic bonds; <br />4) Committee has no objections.to advertising for bids for a bgh pressure sewer <br />cleaner for the Service Dept.; <br />5) Committee also discussed with the Safety Department the purchasing of radio <br />equipment for the Police Departmsmt ate the coat of that equipment is $22,000. <br />There is a Grant available Which would reirburse the City in the sum•• of $21,000. <br />so equipment would cost the City $1,000. We would receive the $21,0(10. back <br />approximately six weeks after the Grant was approved as indicated by the Safety <br />Director although there may be soma variance in the time. There is currently <br />a sufficient amount of money Within the Police Department appropriation line item <br />"equipment purchases" that could be used at this time for such equipment and the <br />Finance Committee recoamends we mire ahead with this program; <br />6) Committee discussed briefly the upgrading of traffic control devices as <br />described in Ord. No. 76-24. here again a Grant is involved in the sum of 90~. <br />The City would be required to pay approximately $4,000. and the project cost is <br />estimated at $40,000. It is expect-~ the money Would be returned to the City <br />within 6 weeks after approval of the Grant. The Committee has a quastion regarding <br />this matter and that is can Wye use $4O,OQD. from the Stmt Repair ~ Maintenance <br />Fund to expedite this program +sid tla~a upon receipt of the Grant mousy in the <br />sum of $36,000. reappropriate back into tt~ Street Repair & I~intenance Fund. <br />Finance Director Gezlath is tit here taeig~tt and he will have to give an answer <br />to Coamai.ttee, so the Finance Ca~ittee has no firm recom®endatian until this point <br />can be clarified; <br />7) Committee discussed with the Safety Committee the purchase of a new fire pumper <br />and two rescue squads. The Co>rmi.ttee bas no objection at this time to advertise <br />for bids for a new pumper sad a squad W1~ieh would be financed through cvuncilmanic <br />bonds; but as for the purchase of two rescue squads the Committee has no recomarenda- <br />tion at this time. Commmittee has not pet determined whether or not it has been <br />substantiated that a need does exist far two squads; <br />8) As reported by Councilman Boshser, Safsty Director Carnahan will be in Columbus <br />toaaorrow for a meeting to discuss a possible Grant for a rescue squad: the Grant <br />that is available is in the stmi of $14,040. and Safety Director Carnahan is going <br />to Columbus to try to come to some conclusion as to whether the City is in a <br />position to qualify. <br />Mrs. Sharpe, Chaitman Building, Zoning ~ Develvpa4ent Coaaaittee, reported the <br />B. Z. ~ D. Committee met on April 14, 1976. In attendance were Building Commissioner <br />Gundy, Mr. Richards from Futt-Putt, Mr. Frisk representing Farber Furniture, <br />Council Presidsnt Lispert and Safety Director Carnahan. First item under discussion <br />was a letter received frog Mayor Christman regarding Z~3ning Ord. No. 62-33 which <br />prevents the establishment of a pet shop or kennels if within 500 ft. of an <br />establishment serving food. This particular ordinance is very eoutrcrversial in <br />its wording and restrictions. Gave requested the Clerk to send a letter to the <br />State regarding restrictions of pet shops, kennels and veterinarians near food <br />establishments. Once this inforsation is received the Cosmittee will again study <br />the ordinance and make rec tiona or changes as is netessary; <br />2) Committee discussed plans for the Putt-Futt Golf and approved snare. <br />~.•.... <br />~7~~, <br />
