Council Minutes of 1-20-76 <br />-3- <br />9) at this time would like to ask the Mayor if he has arranged a ~aeeting with <br />the County Commissioners in regards to setting up a Soil Cocserva~cy District. <br />Mayor Christman stated he dictated a letter today to Commissioner Taft to ask <br />him to set up a time for it. <br />Mrs. Sharpe, Chairman Building, Zoning ~ Developmaent Committee, scheduled <br />a B. Z. & D. Committee Meeting on January 28, 1976, 7:30 P.M. and requested <br />City Engineer Childs to attend; aAd requested Clerk to notify Mr. Len Derin <br />and concerned residents of Canterbury ftd. to be in attendance also. <br />Mr. Coggin, Chairman Recreation, Public Parka 6 Buildings Committee, stated <br />the residents of West Ranchview and Canterbury Roads abutting the Recreation <br />Center have asked him to consider the possibility of placing a fence around <br />the property where it abuts their residences for a couple of very good reasons <br />and would like to place sane into Finance Committee. Mr. Coggin explained <br />reasons briefly: - the residents have become plagued with youngsters continually <br />cutting through their property and at tiles doing physical damage to sass and <br />in Spring and Summer when the Center will be in full use they anticip~e further <br />problems along those lines; (2) a matter of health and safety as fad ~ the <br />new toboggan slide which is nearing completion. The ~:difice is huge with an <br />unguarded property line along West Ranchview an~- yoaagster could stray `onto the <br />property and seriously injure himself. Mr. Coggin feels these reasons behoove <br />Council to consider very carefully the possibility of placing a fence lust as <br />soon as posssible along the t~ roadways. Mr. West suggested the Recreation <br />Committee determine haw big a fence and cost est3sate before it is referred to <br />the Finance Committee. Mr. Coggin explained he has already asked the Engineering <br />Dept. to come up with basic running feet estimates and it cases close to 40~ running <br />feet. Mr. Coggin and Mr..Childs discussed the area the estimate encompasses. <br />Mr. Wilambsky suggested the Finance Committee be provided with cost figures just <br />to fence in the area immediate adjacent to the toboggan slide as well as cost <br />figures for the areas Mr. Coggin discussed. Mr. Coggin discussed the problems <br />the residents on West Ranchview sad Canterbury are experiencing not only from <br />the people using the Rec Canter but all walkers from the schools have a esave#~ent <br />cut-through from driveway entrance off Lorain Rd. Discussion continued. Mayor <br />Christman suggested that while looking at fencing to alas look at as alternate. <br />Suggested looking at trying to control the point at which people can cut through <br />and if this pattern does develop get an access, if possible, to the Rec Center <br />from Canterbury Rd. and from West Ranchview to channel the pedestrian traffic <br />through it and perhaps save the cost of fencing the whole area. Mayor feels that <br />if someone is of a mind to take the short cut, it is going to take a pretty good <br />fence to stop him and explained why. Mr. Coggin will take fencing suggestion <br />into Recreation Committee and get coat estimates far the Finance Cos~ittee. <br />People addressing Council: <br />Mrs. Marie Boey, 4524 West Ranchview, addressed Council ptrtaiaing to steps she <br />has taken to atop the pedestrian traffic through her yard; damage which has been <br />done to her shrubbery, etc. Discussion ensued. <br />Mr. Thus Boey, 4524 West Ranchview, addressed Council regarding the*arlgfaal <br />plan on the toboggan tower. Discussion ensued. <br />Mr. Nicholas Miller, 4564 West Ranchview, addressed: Council regarding the problems <br />encountered by the residents of West Raachview and asked for some. relief.
