Wllssky discussed the subject. <br />Law Director Gateau stated he would rathar see Council do it by ordinance and <br />gave reasons therefor. Discussion t~aatLixtu~d. <br />Mr. Beaty withdrew his motion; Mr. i~st withdrew his second. <br />2) Mr. Beaty recommended Council pass Ord. No. 77-177 on emergency and stated <br />reasons therefor. <br />3) Mr. Beaty stated during that Conaaittee Ming Committee spent sometime discusp- <br />ing the bus line regarding what was taking placa~on the bus line - there wore no <br />decisions made. <br />Mr. Boehmer, Chairman Intra Governmental Relations & Legislation Committee and <br />Public Safety, Health & Welfare tree, reported Committees umet on November 22nd <br />with the Safety Director, Servira I3~rectc~r and discussed following items: <br />1} legislation that authorises the Mayor to ester into a contract with C.E.I. for <br />furnishing of street lighting. and electrical services to the City sad Committee <br />has no objections; <br />2) Ord. No. 77-66 which deals with rates .of the Community Cabin: the Committee <br />felt the senior citizens should h the Csbn one 'extra day free per nth .and <br />same is on first reading tonight which is EE~d. Na. 77-193. Will be requesting <br />suspension of -rule requiring thse~a separate readings on Ord. No. 77-193; <br />3) Will be requesting suspension of rule requiring three separate readira$s on <br />Ord. No. 77-194 which authorises the eaie of surplus personal property owned bq <br />the City and previously used by the Police Department. <br />Mr. Wilamosky, Chairman Finance Co~amittee, reported Committee met and revia~red <br />following: 1) Ord. Nos. 77-186 and 77-191 which are transfer of appropriations <br />ordinances. It was recommended by the Finet~ce birector that Council pass these <br />ordinances under suspension of rules so as to allow the payment of curtest bills, <br />etc. for the balance of 1977. We do esct ap~ther transfer of appropriations <br />ordinance may be necessary before the end of the year to provide for adequate <br />funding in various line items to catRry us t1~ru 1977; <br />2) discussed with the Finance Director the estimate of property values for 1978. <br />In 1977 the valuation was $2E'~,,OOO,tk"lO. Soave ~nnths ago we estimated about <br />$213 Million for 1978. We are curxently expecting $235 Million for 1978, which <br />is a considerable boost to the City; <br />3) Committee also discussed and suet with the Police Department Representatives <br />to discuss wages for 1978 and it was mutually agreed that we consider a two-year <br />wage program and on agenda tonight is Ord. No. 77-192 which reflects this. At <br />this point the Co~.ttee has no objections to Ord. No. 77-192 and same will be <br />placed on first reading tonight; <br />4) Committee has no objections to Ord. Nos. 77-186 and 77-191 and will be requesting <br />suspension of rules on both of these ordinances; <br />5) Coasnaittee discussed ordinance which sets the tap-in charge for future development. <br />Committee has reviewed the euzremt ore and expects to amend same and present <br />it to Council in ordinance form. <br />In absence of Mrs. Sharpe, Chai~utn Building, Zoning & Development Committee, Mr. <br />Beaty gave following report of B.Z.arD. C~aittee: Committee met November 30th- <br />and discussed following four items: 1) .Iee San Uum Subdivision on Mastick Rd. <br />the splitting of one lot into two and ease is on first reading; <br /> <br />
