Council Minutes of 11-1-77 -4- <br />by Planning Commission and then by Council with a 30 day wait thereafter before <br />the legislation becomes effective. Mrs. Sharpe will ask Law Director to write <br />up legislation changing our present ordinance and requesting that the City Haigineer <br />be given authority to approve the new subdivisions. The usual plat record would <br />still be required and other city officials would also sign the plat. With this <br />change in requirements there would be no delay in construction as we would eliminate <br />a long wait by developer or individual. This again is only for a simple subdividing <br />of land - not for a large developmsnt of homes. Coamittee is in favor of these <br />changes and recomsend this be done; <br />8) discussed amendments and additions to Ord. No. 62-33 - four additions: Section <br />1133.17, 1141.04, 1151.05 and 1212.02. Mrs. Sharpe will be asking Law director <br />tv add these to our present Ord. No. 62-33 and these will be discussed further; <br />9) discussed Bretton Woods Subdivision lonated in Westlake west of Lansing Drive. <br />The residents of that area are concerned over plans which show that Oring Road is <br />to be extended west of Lansing Drive into Bretton Woods. The residents of Weat <br />Park Forest Ridge are opposing the extension of Oring Rd. The Committee will be <br />meeting with the residents dad asking that Mr. Costello, the developer, be present <br />at future meetings so that this can be discussed. <br />Mr. West, Chairman Environmental Control Coasaittee, reported Committee met October <br />31st and discussed following: 1) poise Ordinance: went into soap depth as to who <br />would enforce the ordinance as this has a great bearing on how it is written up: <br />have a detailed letter from the Folice Chief; a letter from Building Commissioner <br />and one from the City Engineer with regard to this. Did not come to any conclusion. <br />We are near to a conclusion on what the ordinance ought to be but have had several <br />people who have asked that they be included in the final meeting and this will be <br />held sometime later this month; <br />2) Committee went through tree pleating arrest by street and found that there were <br />84 trees which the Committee had specified they would like to have included in <br />the tree planting, and as Mr. Wilamosky pointed out, there was not quite enough <br />money. The main thing was that these are the trees that the nursery who we norsally <br />deal with says the trees are not available until next Spring. We have asked the <br />Service Director to check with other nurseries to see if we can get the trees and <br />get them planted this Fall. We would be able to keep the objective which Council <br />has that we catch up with tree planting Dace and for all so that is subasquent years <br />we will just have a few trees at a time to be replaced. On the list and available <br />are 246 trees and there are 84 trees that we hope to get on the list. If we do <br />get all or any part of them we will need more money and the Finance Committee has <br />agreed to look at this. <br />Mr. Fairfield asked location of the tree planting as to developments, areas, etc. <br />Mr. West discussed same showing list to Mr. Fairfield. President Lampert requested <br />Service Director Caster to see to it that all Members of Council receive copy of <br />that list. Mrs. Saringer discussed the list and questioned why Stoneybrook was not <br />on the list. Lengthy discussion ensued as to master list, etc. Mr. West requested <br />that Stoneybrook Drive be added to the list. <br />Letters, Communications: <br />President Lampert referred to letter from the Park West Homeowners Association <br />complaining about the noise at the Shell Service Station at corner of Lorain Rd. <br />and Great Northern Blvd. President Lampert referred same into 8nvironmental <br />Control Committee. <br /> <br />
