Mr. Boehmer feels we are going to h~ite to meet more often with the people <br />to discuss their problems and find out how wee are taking care of the problems. <br />Mrs. Saringer stated Ord. No. 77-x.68 was discussed that night in Committee also. <br />Mr. Wilamosky, Chairman Finance Committee, and Long Range Planning Committee, <br />reported Finance Committee met and discussed the request by the City Engineer <br />to transfer $600. from Engi~eeri~ Line Items Inspectors to Engineering Liae Item <br />Equipment, and Committee has no ob~ect3cme to this departmental transfer; the <br />purpose of same as explained to Committee is the Engineering Department wants to <br />rent a high chassis vehicle to a11aw the Chief Inspector to get into areas which <br />are now very difficult using a conventional four wheel automobile and when he <br />does, he tends to cause damage to tlwr under-carriage of that vehicle. It is the <br />Engineer's intent to apply any amo~t that is used for the rental toward the <br />purchase of that particular vehicle; <br />2) Committee also discussed ordinance on agenda tonight approving the alternative <br />method of apportioning the undivided Local Govercmtent Fund of Cuyahoga County for <br />calendar year 1978 and thereafter. Committee has no objections. Would like to <br />comment in the report from our Finance Director it is his expectations that under <br />the new method of funding we will realise about $37,000 ire than we ordinarily <br />would have: $32,000 of that would be g~tnerated through stn increase in the tax <br />duplicate and approximatelq $5,000. would actually be brought into the City because <br />of the new method of funding; <br />3) received communication from the Police Department Negotiating Committee requesting <br />a meeting: Committee met with the Police Depart~e®ent Negotiators in a preliminary <br />meeting and Finance Committee has sent a copy of tl~ir requests to the Administration. <br />Committee, in turn, asked the Administration for recommendations for dispostion of <br />the particular matter of wage negotiations. <br />Mx. Fairfield discussed with Mr. Wilamosky the new alternate method of getting <br />our apportionate local government funds frost the County: does not say it is <br />wrong but perhaps we are not getting enough of aux share that we may have in the <br />past. Mr. Wilamosky discussed same and gave breakdowns as he recalls saw: referred <br />to City of Cleveland as an exaartple who is receiving a considerable benefit over and <br />above what we are when it comes to the alternative method and stated reasons why. <br />Mr. Wilamosky stated in the past in most cases the apportionment has always led to <br />yearly litigation in appeals because we did not feel that we were given ovr just <br />amount. Discussion continued. Law Director Gareau discussed same: thinks the way <br />it has been done in the past invites litigation and explained reasons: he welcomes <br />something like this because he has been involved in some of that litigation and <br />you can't get anywhere. Mr. Fairfield requested the Finance Director to attend <br />the next meeting of Council as he has quetstions he would like answ+eresd before the <br />legislation is passed. Mr. Wilamosky requested Clerk ask Mr. Gerlach to attend <br />the next meeting of Council. <br />Mrs. Sharpe, Chairman Building, Zoning & Development Committee, reported Committee <br />met on September 12th and September 19, 1977 and reviewed fallowing: <br />1) Ord. No. 77-161 on first reading tonight - the dedication of West Ranchview <br />Avenue. Committee has no objections; <br />2) Res. No. 77-164 on first reading tonight ~ accepting for recording purposes <br />only the Kings Court Subdivision which includes the creation of 35 lots from a <br />portion of one existing lot locatesd west of Canterbury Rd. and south of Butternut <br />Ridge Rd. Committee has no objections; <br />,,; <br />
