Council Minutes of 9~-20T77 <br />-6- <br />12) Committee met with Mr. Fred Bauer and Mr. Buehler, Architect for Mr. Bauer, <br />regarding the Carlton Place Subdivision. Mr. Bauer agreed to fencing along the <br />back properties of Mastick Rd. <br />Mrs. Sharpe moved Council approve the plans of the Carlton Place Subdivision pending <br />engineering requirements and final latuiscaginffi places. Motion seconded by Mr. <br />Fairfield. Affirmative vote: Beaty, Bt>ssltirr, Fairfield, Saringer, Sharpe, West, <br />Wilamosky. Motion carried. <br />13) Mrs. Sharpe will be requesting suspension of rule requiring three separate <br />readings on Ord. No. 77-162 this evening. <br />Mr. West, Chairman Environmental Control Committee, reported following: <br />1) announced there will be an Environmental Ccmttrol Committee meeting on October 3, <br />1977, 7:30 P.M., City Hall; <br />2) we have been working with a noise expert from NASA and our Engineering Department <br />has came up with a proposed noise ordina~ace which is recotmsended as coaxed to the <br />one that We have already on the floor axed which is in committee, It is more concise <br />and precise insofar as exactly what is noise nuisance- have received a lot of <br />information and Mr. West has asked the Safety Director, who helped out a lot on this, <br />if we can't get all of Council to receive this information: there is a lot of good <br />information particularly the guidelines for OSHA; a very descriptive chart telling <br />what is noise nuisance based upon various scales and what you can expect in your <br />living room and bedroom, etc. This proposed ordinance will be discussed at the <br />Committee Meeting on October 3rd, and Mr. West would like the Engineering Department <br />to be there along with the Safety Director and Building Commissioner Who is involved. <br />Mr. West stated under this proposed ordinance there are other instruments rather <br />than the one expensive one that is sailed for in the other ordinance that can be <br />used which are cheaper and apparently easier to use. Committee will make a <br />recommendation back to Council at the next Council Meeting so that the noise ordinance <br />is not hanging fire at all; <br />3) Committee will also discuss trees: Service Director Caster has submitted to <br />Mr. West just tonight a cost and the number of trees. Mr. West stated to Mr. Caster <br />that the Environmental Control Committee promis+~d all of Council to get a list from <br />Mr. Caster as to where these trees are. so that everyone knows what streets they are <br />on. Mr. West referring to Mr. Caster's common#cation explained the total cost if <br />we wanted to put in trees in new places Where they have ieever been and some bushes, <br />the cost would be about $14,000. If, however, we stick to replacing the trees that <br />need to be replaced presently on tree lawns, which are 240 trees, the cost Would be <br />$3,060. which is pretty close to what the eati~ste had been. Mr. Went anal the <br />Committee would urge all of Council to participate in the decision - do we want to <br />go through the rest of this or do we want tp stick with our original intention which <br />is almost covered by the ordinance we have ~qow for the amount of coney; <br />4) Committee will also discuss at the meetitlg garage sales - we have some sample <br />ordinances from other communities; <br />Mr. Fairfield discussed with Mr. Caster the cost of trees which is $15. per tree. <br />Mr. Caster stated this is based on prices he received yesterday. These are bare <br />root trees. Discussion continued.
