Council Minutes of 9-6-7'! -6- <br />going to understand it: we do believe that there haven base some violations on <br />noise and we need to give the Police and particularly the Building Departmaxrt <br />some aarrsunition to do away with the abuses and still allow people the pleasure <br />of running their lawn arowars or whatever else they have to do in order to keep <br />their home looking nice: as Mr. Test understands it - Mr. Lundy and Mr. Roharik <br />are working on this particular subject; <br />3) the subject of garage sales cane up: We know that garage sales are an accepted <br />thing and we want to keep it that way. Hoowevar, theta are soars abuses that are <br />showing up such as soa-e people having a garage sale almost cont3:aously, thereby <br />resulting in their home becoatiag a coarsercia). anterptiae and arcking it for aaney <br />in contrast to churches or civic oxgat~i~taticass trying to raise araney with a one <br />time sale. Are in receipt of an ordice that was posed in Berea which has some <br />interest and axe reviewing ~.t to see if we can't come up with something that <br />allows the freedom of the garage sale yet curbs the abuse. <br />Mrs. Saringer stated she would like to talk on the noise ordinance: has shown this <br />ordinance to soars of the people who are looking for something in this way and they <br />had no problem; they thought this is what wa need and no comment about being too <br />complicated: the Law Diyector reviewed it and had his recommendation: spoke to <br />Mr. Lundy and his only question was in regards to the equipment - whether the <br />equipment we have now will be according to the specs that the ordinance calls for. <br />He was unsuccessful in getting that information; however, if there is a problem <br />we can always request diffaz~nt equiparant: also the City of d has had <br />this ordinance in a€fect w~.thout any trouble and Mts. Saringer does aaot see why <br />it would be so difficult for North Olmsted to get a sia:i7.ar ordinance. <br />Mr. Fairfield stated he would like to comment on the noise ordinance: he has had <br />problems in his area with n~oisa fxvm air conditioners that are axcesaive in noise <br />and they are very difficult to put a reading on and are difficult to catch them <br />when they are on: thinks we definitely do need a noise ordinance of this sort: does <br />not think it is too complicated - it works in Lakewood; thinks it can work easily <br />here: Does not see why we have to play the gears we played with ous dumping <br />phosphates into the water for three years before we decide to do something about <br />it: thinks we ought to do something about it now. <br />Mr. Fairfield moved to take Ord. No. 77-126 out of Committee amd vote on it tonight. <br />Motion seconded by Mrs. Saringer. Affirmative vote: Boehmer, Fairfield, Saringer, <br />Wilamosky. Negative vote: Sharpe, West. 4 Yeas - 2 Nays. <br />Mrs. Saringer moved to amend the Agenda to include Ord. No. 17~-126. I~tion seconded <br />by Mr. Boehmer. Affirmative vote: Boehaier, Fairfield, Saringer, Sharpe, Wiiamosky. <br />Negative vote: West. 5 Yeas - 1 Nay. <br />People Addressing Council: <br />Mr. Tim Gelatka, 27609 Laurel Lase, addressed Council and Admiaistxation, speaking <br />for a group of residents in audience, on the aamunt of vandalism in the area in- <br />cluding turfing, stealing, mowing trees down in tree lawn, destroying shrubbery, <br />etc. Asked what they could do as a group to help the Police and thtelves: <br />discussed the number of police on the force and the population of the City. <br />~.engthy discussion ensued by Council oral the Administration. President Limpert <br />referred same into Public Safety, Health b Welfare Com®ittee. Mr. Boehmer <br />scheduled a Safety Committee meeting with the residents on Septesaber 19, 1977, <br />9:30 P.M., City Hall. Mr. Boeha-er will also a~et with the residents in audience <br />after meeting. <br /> <br />
