Council M:~autes of 5-17-77 -3- <br />Mr. Fairfield, Chs3.rwan Ra~craation, Public Parks ~Buildn~s Cowoittos, scheduled <br />a joint westing of ltecre2asa Cas^rittate of Council, 8wc~etiesa t~~, Ma?or• <br />Finance Director, Safety Director, recreation Center r and ~+ereation <br />Director for May 33, 1977, 8:00 P.M:, City Hall. <br />In absence of Mr. Beaty, Chairmen of Traa~ortation Committee, Mr. West gave <br />following report of Trsasportati0n C~i.ttse: Commttea wet 1~60r 16th end <br />discussed a number of itemsa 1) TtuR Co~ttee was unansaus in its rec ation <br />to Council that no stop sign be installed at Berkshire & Alden in view of the <br />petition Council received against the stop sign; <br />2) Committee voted unanimously against the installation of a traffic light at <br />Dover Center Rd. b Lampert Lane fn view of the rec dction of our traffic <br />expert that this would only add to the problems on Dover Center Rd. and not <br />alleviate any of the traffic. <br />Mr. Fairfield asked who the traffic expert ass Mr. West stated Mr. Jackman - had <br />an official report from him on that. <br />Mr. Boehmer, Chairman Intro Governmental Relations & Legislation Committee and <br />Public Safety, Health B Welfare Committee, reported Legislation Committee met <br />on May 12th with lady from Piayschool, Inc. to discuss Ord. No. 77-68. Mr. Boshwer <br />had requested that the morning rate for nonprofit North Olawted Organization be <br />changed from $10. to $$., and Ord. No. 77-66 is on second reading as amended. Mr. <br />Boehmer will be requesting susgensioa of the rule requiring three separate readings <br />on Ord. No. 77-66 tonight; <br />2) Legislation Conanittee met May 16th with Council as a Whole to discuss request <br />of Board of Zoning Appeals to change the fee from $5. to $15. for requesting a <br />hearing. Committee has no objections and will be requesting legislation on same. <br />Mr. Fairfield stated he would like to ask a question with respect to the Legislation <br />Committee: several months back Council discussed the formation of a ccea<ittee to <br />determine some of the ethics on Council and at the time it was stated we would <br />act hastily and form some sort of a Committee: Since that time ao action has been <br />taken and Mx. Fairfield feels that the aewbers and the citizens might be leery as <br />to whether Council is going to act oa its Dunn behalf or on the citizens' behalf. <br />Mr. Boehmer stated he is trying to get the whole Committee together and lay out <br />the rules completely before anything is actually done and hopes by next Council <br />Meeting this will be taken care of. <br />Mrs. Saringer referred to Ord. No. 77-b6 and asked if the contract the City has <br />with the senior citizens in regard to their receiving the Cabin free once a month <br />will be honored. Mr. Boehmer said this is stated in Ord. No. 77-b6 that North <br />Olmsted Senior Citizens Groups shall be permitted to use the Cabin free once a <br />month and they will have to abide by Ord. No. 77-6b. Service Director Caster <br />stated actually there is no contract - there are just reservations. Discussion <br />ensued with respect to signed reservations with other organizations and whether <br />we would have to abide by the prices at the time those reservations were comrtted <br />and signed. Mr. West asked Law Director Gareau if Council had to abide by tlum <br />reservation sheet. Law Director Gareau stated no - it is not a contract - it is <br />a reservation; however, if they paid for it in advance it would probably have to <br />be honored. <br />Mr. Wilamosky, Chairman Finance Co~i.ttee, and Lang Range Planning CoaMUittee, <br />reported the Finance Committee has received from Service Director Caster this <br /> <br />
