Mr. Wilamosky thinks pe-r?~;~ps the notoriety 3.n which the <br />ordinance was received perhaps is as confusing as is Ord. No. 77-41 to the <br />people. Mr. Wilamosky stated he wants to expxess his own personal view that <br />he does not think at anytime did he discuss a flat fee ordinance with any amber <br />of Council or Administration where he did not emphasize the fact that it was <br />important the flat fee and the Charter amendment be a combination. <br />Mrs. Beringer stated she thinks it is obvious from her viewpoint -from the <br />recent Council Meetiags and the people that have shown the intsrest - there is <br />no doubt is her mind that the majority of the people that have come up here and <br />have taken an interest and spent tines representing hoteeowners soeiations that <br />these. are the majority of the people and she thinks we are all going to have to <br />weigh these facts honestly - ask ourselves who is the majority - we are not going <br />to please everyone and w@ will have to do what is best for the most. <br />Mrs. Sharpe stated seeing that she introduced this legislation and has heard <br />many comments both pro and con for all legislations -Mrs. Sharpe feels this is <br />the fairest way and most equitable far all the citizens of the City. <br />Roll Call on Motion to Adopt: Affirmative vote: Beaty, Boehmer, Sharpe, West. <br />Negative vote: Fairfield, Beringer, Wilamosky. <br />4 Yeas - 3 Nays - Motion carried. Ord. No. 77-41 adopted without emergency clause. <br />Ordinance No. 76-141 introduced by Mr. Wilamosky was given its second reading. <br />An Ordinance amending the Traf€ic Control Map and File of the City of North <br />Olmsted to provide for the installation of a traffic signal at the intersection <br />of Decker and Lorain Rds. <br />Mr. Wilamosky moved that Ord. No. 76-141 be officially removed from the <br />Transportation Committee in light of the fact that it has been in the Transportation <br />Committee since September, 1976: understands the Committee wanted to review it; <br />have not heard anything from the Committee: also requested the Law Director to <br />draft a legal opinion with respect to this legislation based on the contract that <br />we originally entered into whether or net we as a coxporate municipality could <br />install a traffic signal at Lorain & Decker Rds. Motion seconded by Mrs. Saringer. <br />Affirmative vote: Beaty, Boehmer, Fairfield, Saringer, Sharpe, Wilamosky. <br />Negative vote: West. 6 Yeas - 1 Nay - Motion carried. <br />Mrs. Saringer moved to amend Ord. No. 77-42 to include the list of streets of <br />priorities that were drawn up by the Streets & Drainage Committee and have them <br />included in the appropriation ordinance specifying the streets and the costs. <br />Mr. Wilamosky stated he had intended to make a motion and requested Mrs. Saringer <br />to include in her motion the addition of $11,600. in the ,'police Department line <br />item funds "Clerical & Dispatchers" to increase the sum from $33,900. to $45,500. <br />Mxs. Saringer stated she includes the addition of $11,600 to the Police Department <br />line item "clerical & dispatchers" to increase the sum from $33,900 to $45,000. <br />Motion seconded by Mr. Wilamosky. <br />Mr. Beaty asked for discussion: Mr. Beaty stated in light of the fact that there <br />is another list of priorities that has just been submitted - it is something that <br />he did not plan to bring up at this point but since it looks like it might be pushed <br />into a railroading job through -something has come to his attention tonight and <br />is really a very serious probelm within the Council, and it deals with probably <br />dirty and cut-throat type politics: There was a priority list of 19 streets which <br />
