Council Minutes of 3-15'77 -11- <br />was submit*_ed to Council a couple of weeks ago. On that list of 19 streets <br />there were 7 streets which were in Ward 4: she Committee met and on those <br />19 streets all 7 of the streets in Ward 4 were excluded from their priority: <br />there were 8 streets excluded - 7 of those 8 were in Ward 4. Mr. Beaty stated <br />he is not on that Committee but feels quite sure that when we have a professional <br />opinion of those streets which do need repaving - we will find that there are a <br />number of those streets up in the top priority. Mr. Beaty stated it also came to <br />his attention tonight that this mie+eting was called without the knowledge of all <br />three Com~.ttee Members. Mr. Baa~sty stated the third member who was not notified <br />happens to be one of the radicals -- so•-called radical meaa~er of Council who is <br />on the outs with the party. Mrs. Sara~ex stated that the list of streets that <br />as a Committee referred to F3aa~aaECe Ca>~ttee did not transpire manly at our last <br />meeting: it was the second last meeting when every member of the Cosm~.ttee was <br />there and she submitted the Iist to the Finance Chairman, and Mr. Boehaa~r was <br />also there. Mr. Boehaaaer stated he did not see the list - the only list he had <br />was the one which was assailed with the legislation and the list was one over at <br />the meeting Monday night at which he was not in attendance. Mrs. Beringer stated <br />she was sorry - she did not 'know Mr. Boehmer was unaware of the aaaeeting sand she <br />did not call the meeting. Mr. Beaty stated at this point under l~ew Business since <br />the question of ethics did coaa~ up tonight, he thinks this was very unethical to <br />do and would like the procedure of ethics on Council exercised at this point. He <br />thinks two Members of a Coaaaaaaittee met uanknownst to the third aaaaa:eber and will ask <br />for the proper procedure to Look into this. Mr. Beaty stated he would definitely <br />not like to see these lI streets put on an appropriation ordinance which has <br />many studied out thiage, eo be tagged in and railroaded through. <br />Mr. Wilaataosky conm~ented it is kind of ironic that he does not hear any adverse <br />comments from the third r of Mrs. Saringer's Ceasreittee but he would like to <br />speak prianarily on the meeting. Mr. Wilaaarosky stated he did speak with ~lrs. <br />Saringer about settiaag up a joint Ming: fir. Wilsky stated he atteaa~ted to <br />contact our Clerk but because of her re bilities at the Beard of Elections <br />this past weak in certifying the signatures of the referendum Petition - was able <br />to contact the Clerk just this past Friday - leaving a note in her office and <br />stopping back in the afteranoon to confirm it. Does not think there was anything <br />as implied by Mr. Beaty who is not even a meaa~er of that Co~amittee who is apparently <br />speaking for the third r who is here today and can certainly speak on behalf <br />of himself. The Clerk verified with Mr. Wilamosky that she had called him with <br />respect to whether or not certain pieces of legislation which had been referred <br />to his Committee should be placed on the Agenda. She did see his note on Friday <br />which stated that he has a meeting Monday night with Finance Coaasa.ttee aaei Streets <br />~ Drainage Committee. Clerk stated if this was soaa~thfng that she should have told <br />all Meaaibers the Clerk did net underataad that from the note. She was not told to <br />notify anyone. Clerk thought Mr. Wilaaa~sky already had contacted everyone. Mr. <br />Boehmer stated as Council knows, he did bring this up earlier in the Caucus Room <br />and he said it openly and everyone understood him so he did not feel that he had <br />to actually bring it up again in front of Mr. Wilamosky or anyone else. <br />Roll Call on Motion to amend Ord. No. 77-42: Affirmative vote: Fairfield, <br />Saringer, Sharpe, Wilamosky. Negative vote: Beaty, Boehaaaer, West. 4 Yeas - 3 Nays <br />Motion carried. <br />Ordinance No. 77-42 introduced by Mr. Wilamosky was given its second reading. <br />An Ordinance to make appropriations for current expenses and other expernditures <br />for the City of North Olmsted, Ohio, for the year ending'Deceasber 31, 1977, as aaa~nded. <br />
