Council Minutes of 1-18-77 -3` <br />2) Committee reviewed application for a D-2 permit to Maxies, Inc., 4905 Great <br />Northern Blvd., and Committee has no objections; <br />3) Committee reviewed applications for a C-1 and C-2 permit to Mary Harsoulas, <br />dba Nicks Beverage & Pizza, 29454 Lorain Rd., and Committee has no objections; <br />4) Committee discussed the demolition of an unsafe structure which is a detached <br />garage at 5816 Porter Rd. and legislation for same is on first reading tonight; <br />5) Committee discussed street lighting on Great Northern Blvd. and at this time <br />Committee does not know what our funds are going to be and would like to refer <br />this into the Finance Co~nittee for their recommendations. President Limpert <br />referred same into Finance Committee. Mr. Wlamosky asked Safety Director Carnahan <br />to provide Committee with information that was discussed in Legislation Committee <br />with respect to going back to the property owner and making communication with <br />them regarding these streetlights. Safety Director Carnahan said he has answered <br />that to the Chairman of the Legislation Committee 1n this respect: that we have <br />requested from these people to supply us with traffic signals and this has amounted <br />to around $70,000. and Mr. Carnahan thinks it behooves us to go back and reconsider <br />this into Committee. Mr. Wilamosky said it is now in the Finance Committee and <br />he would like to get some answer from the property owners regarding streetlights. <br />~) Mr. Boehmer said he will request passage of Ord. No. 77-5 under suspension of <br />rules this evening and explained reasons therefor. This ordinance deals with <br />no smoking in Council Cha~ebers. <br />7) Will request suspension of rules on Res. No. 77-9 which resolution deals with <br />requesting the United States Postal Service for door-to-door delivery in new <br />subdivisions. <br />Mr. Wilamwsky, Chairman Finance Committee, reported Committee discussed with Mr. <br />Weldon and other members of Administration the request of Mr. Weldon for equipment <br />purchases to be used by the Service Dept. and it is the recommendation of this <br />Committee that legislation be drafted authorizing the advertising of bids for <br />one front end loader, two one a~ul one-half ox two ton trucks with plows; one <br />vehicle for the Dog Warden; one paint machine; four pick-up trucks; four packer <br />trucks; one compressor; two salt trucks and two wood chippers. Will request <br />legislation for same under New Business; <br />2) Committee discussed comstunication from Mr. Gazy Goldsberry of Olmsted Township, <br />who has requested an ad~ustnent in his sewer charge. His request would entail <br />a moral claim in the sum of $92.10. Due to the circumstances described in letter <br />from Mr. Goldsberry the Committee's reco~nendation is that no action be taken as <br />it is not felt that a moral claim is involved. Committee requests Clerk of Council <br />to advise Mr. Goldsberry in writing of Committee's findings; <br />3) Committee recommends the salaries of elected officials be updated for the <br />term beginning 1-1-78 and legislation will be requested; <br />4) Committee discussed request by Mayor to set compensation for the Architectural <br />Review Board on a per meeting basis and it is Committee's recommendation that the <br />amount of $15. per meeting be established. It is unusual that review boards and <br />commissions are paid but under the existing ordinance that was adopted it does <br />require some kind of compensation, and legislation for same will be requested; <br />5) Committee discussed Ord. No. 77-3 on Agenda tonight and will request suspension <br />of rule on Ord. No. 77-3 tonight. This deals with a Charter Amendment which will <br />provide the people of North Olmsted an opportunity to cast their vote on an <br />alternate to the existing sewer charge. Feels it is important that we suspend <br />the rule on Ord. No. 77-3 and the ozdinance contains an emergency clause which <br />means it will become effective imediately.
