Council. Minutes of 1-18-77 -4- <br />giving the people a right of referendum by voting on it: the date fox the <br />Charter Amendment to be on the ballot is March 22, 1S`77; <br />6) Committee recommends adoption of Ord. No. 77-4 which deals with monies that <br />are reQuired to be paid for insurance at the Rec Complex; <br />7) Committee discussed increasing the tap-in charge in the amount of 30X and <br />the increase in the tap-in charge will not affect existing residents. It was <br />originally designed to help offset the debt service of our Treatment Plant and <br />this 30~ increase in the tap-in charge will be included within an ordinance <br />that is currently being drafted by the Law De~partmesnt which deals with a new <br />concept which ties into Ord. No. 77-3 - the Charter Amendment. This is a flat <br />yearly fee program for a sewer charge. Under this program there will be a total <br />elimination of the sewer Fha;rge on the water bill that is now received. Mr. <br />Wilamosky stated he wants to make it clear that the residents of North Olmsted <br />under this program will get a water bill from the City of Cleveland and will <br />have to pay for the water that is used. This new program does not include the <br />cost of the water: the progx~t has been set up basically to offset the operation <br />of maintenance, expenses and also our debt service. This legislation is being <br />drafted and the President of Council will announce the dates of two Special <br />Meetings because it is important that this legislation have three separate <br />readings. <br />Mrs. Sharpe, Chairmam Building, Zoning b Development Committee, reported Committee <br />met on January 12, 1977, and discussed following: 1) Friends Church revised <br />parking and lighting plane. After much discussion in Comm~.ttee and approval from <br />the Planning Commission and input from Mr. Dusky of the Board of Zoning Appeals, <br />Committee has no objections. <br />Mrs. Sharpe moved for approval of the parking and lighting plans of Friends <br />Church, seconded by Mr. Beaty. Mr. Beaty stated Committee spent a lot of time <br />going over this at a number of meetings. Mr. Beaty stated he would urge the <br />Church if at all possible to trq to move the three remaining parking places <br />that were left behind the Church. ROLL CALL ON MOTION: Affirmative vote: Beaty, <br />Boehmer, Fairfield, Saringer, Sharpe, West, Wilamosky. Motion carried. <br />2) Ord. No. 76-194 which is on third reading - the installation of underground <br />electric transmission lines through City Line Estates Subdivision; <br />3)Nutron Nameplace, Inc., located at 31269 Lorain Rd. - additional building <br />expansion and parking layout, and Committee has no objections: <br />;Mrs. Sharpe moved for approval of the building expansion and parking layout of <br />Nutron Nameplace, Inc., seconded by Mr. Beaty. Affirmative vote: Beaty, Boehmer, <br />Fairfield, Saringer, Sharpe, West, Wilamosky. Motion carried. <br />4) Res. No. 76-192 on third reading tonight, recording purposes only the Shore <br />West Construction Subdivision; <br />5) Plans of Dr, Adams, located at 30692 Lorain Rd., which is the renovation of <br />an existing business, converting the upstairs of home to business, also landscaping <br />and parking layout. Committee has no objections. <br />Mrs. Sharpe moved for approval of the renovation of an existing business of Dr. <br />Adam~a, also landscaping and parking layout, seconded by Mr. Beaty. Mr. Beaty <br />Mated he believes there were fire restrictions gut on by the Building Code of <br />Appeals or the Building Standards Board to fulfill those requirements. <br />Ro11 Call on Adoption: Affirmative vote: Beaty, Boehmer, Fairfield, Saringer, <br />Sharpe, West, Wilamosky. Motion carried. <br /> <br />
