Mr. Wiia~sky stated <br />it is a fact that the current rate structure is nob a coon method that is used <br />in other municipalities and we know that in 1971 when the expansion of-the Treat- <br />ment Plant was approved the rate structure was approved at the same time; the <br />ratest~have increased since 1971 with .the construction and the expansion and the <br />resit~ents were required to pay for the operation amd maintenance of the total <br />debt service~of that expansion project. Mr. Wilamosky feels very strnng]:y that <br />we should look at a new concept whereby we could spread -t'he dabt to all property <br />owners in the City and not just tbs residents who happen to have toilet facilities; <br />also, so the residents of the City can water their laxps without reservation, etc. <br />Feels that in~1971 there may have been some misjudgement used end perhaps we can <br />testify that if that is the case. In lieu o~ the fact that the Mayor has requested <br />legial~tion Mr. Wilamosky has also requested our Law Department to draft legislation <br />which Mould provide for a Charter Asreac~~t' sand other intricate facets to a new <br />concept which would provide for every property owner in the City paying a share. <br />As it° currently stands here are a1e-ny~ people. in the C~.ty that are sot paying their <br />share for the expansion of the Treatment~Plant. Mr. Wilamosky scheduled a meeting <br />on January 17, 1977, B:OO P.M., City Hall, to explain the new concept: The Law <br />Director and Bond Counsel are currently working on the proper phrasing of the <br />legislation. Mr. Wilamosky requested all of Council, Administration and Law <br />Director to attend the meeting on 3anuEary 17th at 8:00 P.M.; <br />4) Mr. Wilamosky scheduled a Finance Coa~aittee Meeting on January 17., 1977, <br />7:30 P.M., City Ha11, to review other matters in F3.nance Committee,. and requested <br />Mr. Weldon to be in attendance. <br />Mrs. Sharpe, Chairman Building, Zon~.ng & Develogment Committee, reported: 1) will <br />be asking for suspension of rules on iies.~No, 76-191 which is on second reading <br />tonight. .Reason: contractors would like to start work on the sewers and related <br />work regarding the extension of Country Club Blvd.; <br />2) scheduled a B. .Z.&D. Commmittee meeting on January 12, 1977, 7:30 P.M., City"Hall; <br />3) reminded everyone of the Public Hearings on Ord. No. 76-T58 and 76-159, on <br />January 5, 1977, 8:00 P.M,, City Hall. <br />Letters, Communications;. <br />Clerk reported Mr. Ron .Zurawski contacted Council Office today and advised that <br />Mr. Spitler, Mr. Galito and Mr. Zurawski of the County Engineer's Office will be <br />in attendance at meeting of Council as a Whole on January 11th, $:00 P.M., City Ha11. <br />President Lampert commented he also received a.letter from Congressman Mottl <br />with respect to the postal service end. if any Members of Council are interested <br />in this information to contact the Clerk. <br />President Lampert referred Mayor's recommendation for appointment of Mr. Zurawski <br />to Planr-fng`Commission to Mr. Boehmer, Chairman Legislation Committee, for review. <br />People addressing Council: <br />Ruth Zappone,,Manager of BanTor, Inc.., 31255 Lorain Rd., addressed Council with <br />respect to her establishment located at 316.35 Lorain Rd., .formerly the Black Lite. <br />Mx. Delmar Ernest, 30106 Loraim Rd., addressed Council with respect to the proposed <br />Zone Map which was defeated and. is ;still on displag in Council Chambers with a <br />.request that same be-laid to rest. <br /> <br />
