Council Minutes of 12/19/78 <br />-3- <br />tir. Beaty moved Council approve the appointment of Mr. Donald Ledvina to the ~#pard of <br />Zoning Appeals, s:~conded by *Tr. Bomar. Affirmative vote: Beaty, Boehm~er, Logan, <br />Petrigac, Saringer, Sharpe, Wilamosky. Motion carried. <br />Mr. Boehneer, Chairman of Transportation, and Public sa~ety, Ii~ealth and Welfare Committees <br />reported: 1) committee met on December l8`th and discussed Resolution No. 78-17fl and <br />committee has no objection. <br />2) committee discussed Ordinance No. 78-171 and committee has no ob,)ection. <br />3) committee discussed Ordinance No. 78177 and commit a no objection. <br />4) committee met with Mr. Jack Ross from CEI and Roger of Hoff-~i~eston, who <br />is the Manager of .Civil Engineering, and discussed the. street lighting cin Brookpark <br />Road. Safety Director Petre and'City Engineer Zurawski were also in attendance, Many <br />questions were brought up at this time as to the best way to proceed. mere will be <br />quite a bit of studying done on this. It will probably take smother pear before any- <br />thing can actually come of this. Will be working vary hard with the State and every- <br />one concerned in the hope that some day we can have street lighting on Brookpark Road. <br />Pir. Wilamasky, Chairman of Finance Caaaaittee re~rorted: 1) committee ~aet an Decet~er <br />12th with all members in attendance, Crmssittee discussed Orrdinance No. 78-164 <br />which establ sties hospitalization benefits far City employees. The ba~i:c change is <br />to include f~$~ full-time employees of the Roc Ce~ater and com~tttee has no objection. <br />2) ccrm~aittee reviewed Ordinance~No. 78-168 which establishes the salary range of emtployees <br />within the Department of Budget and ?wag t. Committee is working oai a com~srehensive <br />up-date of all organizational charts includ3aag Budget .and Management. Eap~sct Co have <br />salary range recommendations sow time in January. Committee recommends that Ordin- <br />ance No. 78-168 be tabled at this time and will so move during the reacting of Legislstian. <br />3) committee met with Mr. Paul wise, Chairman of the Advisory Board of Human Resources. <br />Discussed questions the Advisory Board had with respect to wages and benefits to em- <br />ployees of the Department of Roman Resources.. <br />4) committee also met with Service Director Corrigan and disused the Service Depart- <br />ment and Treatment Plant employee's strike with ree-pect to the may hours that were <br />worked by dedicated personnel throughout that strike who did not qualify for overtime <br />pay. Six people, knowing they didn'C qualify for overtime, accumulated 2+46.5 overtime <br />hours. They demonstrated unquestioned dedication t4 the City and its citiaens by <br />staying on the jpb. Would like to name these employees -Jim Wagner, Linda Camp, <br />Paul Elber, Angelo Cammarato, Harry Crider sad Toe Auner. To shave these et~ioyees <br />the City`s appreciation for their dedication, have added Ordinance Rio. 7$-186 to the <br />agenda which will provide payment to these employees. The ordinance totals a little <br />over $3,000 for the overtime hours worked. Committee recommends Council adopt <br />Ordinance No. 78-186 and will ask for suspension of the rule requiring three readings <br />as we move into the Legislative segment of the meeting. <br />5) Ordinance No. 78-185 is unique because the Budget Commission has notified the City <br />that they have overpaid the City $7,200 and have asked for $7,2fl0 back. Based on <br />their request and because we have no other alternative, will be asking for suspension <br />of the rule requking three readings on Ordinance No. 78-185 in order to reimburse <br />the Budget Commission in the amount of $7,200. <br />6) the Administration is now in possession of the records with respect to those persona <br />who are paying personal property tax in the City. Administration is starting a careful <br />review - not necessarily of those who are currently paying - but those wbo possibly <br />should be paying and aren't paying.. xaill ex~+ect some reasonable report from the <br />Administration, possibly in 30 days, to determine dust what the status is on this. <br />Mr. Logan, Chairman of Recreation, Public Parks and Buildings reported: 1) according <br />to the Department of Human Resources Dir+eietor Don. Copeland, otee of the holdups on <br />the permanent Senior Citizen's Center which will be fu~tded through Community Development <br />Block Grant Funds, is the Federal gavern~aent.
