Council Minutes of 12/19/7$ _4_ <br />~` a plan for the permanent Senior Center aAd HUD was supposed to reply P, proximately <br />'r'r six weeks ago. Th$y have not as pet. t}xiginal plan for the Se~€tior Cf:.ter way <br />amended through a public hearing and these changes have been incorporw.ad i~ato a new <br />plan which will be acted upon, hopefully, by HUD in the .near futux'e. According to <br />Mr. Copeland, the construction of the Center should begin in l~farch, hover, tf IUD <br />does not respond quickly, we may have a delay. <br />2) Have a request to use some of the matey from the Community Develop-t Block Grant <br />Funding for a restroom facility at the Hsrton-Bradley Park area.- Facility has been <br />approved by the Federal gavernaent and apprc~imately $23,0 is available. At .this <br />point, we need engineering studies and c~her technical t-elp to proceed. Mr. Copeland <br />is confidant we can begin sometime early in Spring. mill be requesting that the <br />.Administration cooperate and dawtl~~ these studies sp ~ can begin eomatt~ructon. <br />3) Resolution No. 78-183, an -the a~da t~mgbt, aut~trises that 3ataty Df.rerctor to <br />advertise for a pool heater at the Rec Center. Will ask .for suspension of the rule <br />requiring three readings. Cost of the pool heater is approxi~talp 4#,th}t? .and <br />would Like to have it by the end of Januaxy. 'fhe creation Come-isai~ra has approved <br />the use of the half mill chartered levq fronds, which is the mangy from which they <br />operate, for the purchase of this pool beater sb it would not come out of the General <br />Fund. <br />4)As we look into budget playing prc-ceduras in January and February, have a number <br />of items which are needed at the Rec Center, that primarily .fall into capital improve- <br />ments with respect to maintenance type areas. Rope funding. could be soaght through <br />the Recreation Commission. Curris~tly their funding is approximately $125,000 a year <br />to run the City's programs. Perhaps we will have to rely on same of those fuaads to <br />improve the Rec Center. Would lice to kxtow tlu feelings of Gouncil tb. respect to <br />using part of the half mill chartered levy for rovemtnts at the Rac Center before <br />proceeding fn this direction and discussing it with the Recreation Commission. <br />Mrs. Sharpe, Chairman of Building, Zoning a~!d Development Committee reported: <br />1) connnittee neet on December 13th and discussed Oxdinattce Flo. 7$-179 which .bas been <br />referred to Flanning Commission. Cotpmattee has no objection. This ordina~-ce will <br />not affect ex3.sting signs - only new signs. <br />2) committee discussed hiring a c+at~sultant to help with changes in our Zoning Code <br />with respect to commercial signs and zoning nts - to improve certain conflicts <br />in the Zoning Code which are in existence today and will be pursuing this after the <br />first of the year. <br />Letters and Communications: <br />Clerk of Council reported receipt of a letter from Mr. James T. McCurdy, President of <br />the LJest Park-Forest Ridge Civic Association, regarding the vacation of Oring Road, <br />copies of which were received by each Member of Council. <br />President Lampert reported receipt of a letter from the Sampsons on Fitch Road with <br />regard to the bike path. Will furnish copies for any interested Counealmaa. <br />People addressing Council: <br />Mr. James T. McCurdy, 5238 Hapton Drive, addressed Council regarding the vacation of <br />Or1ng Road. Law Director Gareau cited his written legal opinion and explained in <br />detail the options available for vacating. <br />Mr. Eugene Sampson of 5801 Fitch Road addressed Council with regard to the problems <br />he is experiencing with the bike path. Present fence is worthless. Could another <br />type fence be erected to afford ire privacy? City Engineer will address a letter <br />to Mr. Krell and see if anything can be done. <br />~~~ <br />
