Council Minutes of 12/19/78 -5- <br />LEGISLAfiION <br />Ordinance No. 78-145 introduced by Mr. Wilamoskq was given its third reading. An <br />ordinance amending Chapter 1229 of the Zoning Code entitled "Adrninia~rativye Pro- <br />visions" by adding thereto a new Section 1229.04 entitled "~ferrel to the Architectural <br />Review Board". Mr. Wilamosky moved for adoption, seconded by Mrs. Sharpe. <br />Mr. Beaty again expressed his opposition to this ordinance. Feels present Zoning <br />Code is very restrictive on new sig~as and they are well covered. Should let the <br />individual busimesaes take care of this on their own. <br />Mr. Logan strongly endorsed adoption of Ordinance No. 78-143. Zn looking at our <br />Zoning Code, feels we lack genaltiass, lack authority to enforce, and in looking at <br />Lorain Read, thinks we can see watt has h+sppened by letting busin+esises do it on <br />their own.. Feels some of Mr. Bsaty's concerns co~sld be abused if the Architectural <br />Review Board so desired, th+arshore, ft is encumb~t upot- the Administration and <br />Council to maw sure that the people a~tpoi~nted to the Architectural R+avisw Board are <br />as responsible as the ones already serving. <br />Air. Wilamosky stated that. between the Rec Center and his home there are eight <br />commercial signs that are damaged or inoperable. Thinks the Safety Department should <br />undertake a review, under the maintenance cads, to make these establishments repair <br />these eyesores.. To date, the Building Dspsrt'~snt has not enforced the Building <br />Maintenance Code which covers the signs. Would encourage the Admiiaistration to under- <br />take a review and enforce the ordinance. <br />Roll call on motion to adopt Ordinance Na. 78-145. Affirmative vote: Boehmer, Logan, <br />Petrigac, Beringer, Sharpe, t,Tila~aosky. Negative vote: Beaty. 6 Ayes - 1 Nay - <br />Motion carried. Ordinance No. 78-145 adapted. <br />Resolution No. 7$-161 introduced by Mr. WilsmErsky was given its third reading. A <br />resolution authorising the Director of Public Service to advertise for bids for a <br />blue print machine for use in the Engineering Departffient, and authorising the Mayor <br />to contract for same. dir. Wilamosky mgve~d for adoption, seconded by Mrs. Beringer. <br />Affirmative vote: Beaty, Boehmer, I.E~gan, Petrigac, Beringer, Sharpe, Wilamosky. <br />Motion carried. Resolution No. 7$-161 adopted. <br />Resolution No. 78-162 introduced by Mr. Wilamoskq was given its third reading. A <br />resolution authorising the Director of Peblic Service to advertise far bids for <br />traffic counting eQupment for use in the Engineering Department, and authorizing the <br />Piayor to contract for same. Mr. Wl q moved for adoption, seconded by Mrs. Sharpe. <br />Affirmative vote: Beaty, Boehmer, Logan, Petrigac, Sari~tger, Sharpe, Wilamosky. <br />Motion carried. Resolution No. 78-162 adopted. <br />Resolution No. 78-163 introduced by Mrs. Sariaser was given its third ruing. A <br />resolution not approving the Northeast Ohio Areawide Coordinating Agency (tNf#ACA) <br />recommended 208 Water Pollution Abat+saaent Plan. Mrs. Basinger mcvsd for adoption, <br />seconded by Mrs. Petrigac. Discussion ensued. Roll call on motion: Affirmative <br />vote: Beat;, Petrigac, Sariuger, Sh~-rpe. Negative vote: Boehmer, Logan, Wilazaosky. <br />4 Ayes - 3 Nays - Motion carried. Resolution No. 78-163 adopted. <br />Ordinance No. 78-154 introduced by Mr. Boetm9er was given its third reading. An ordin- <br />ance amending Section 1 of Qrdlnanes No. 77-lli entitled "An ordinance establishing <br />hcspitaliaaton benefits for various city employees employed by the City of Wirth <br />Olmsted, and declaring an emexgency Mr. Boehmer moved foz ad©ptan, seconded by <br />Mr. Logan. Affirmative vote: Beaty, Boe#~masr, Logan, Petrigac, Basinger, Sharpe, <br />Wilamosky. Motion carried. Ordinance No. 78-x164 adopted. <br /> <br />
