Council Minutes of 12-5W78 -8- <br />Under Old Business: <br />P4r. Beaty asked if the Assistant Law yirector - Prosecutor was the. ,~al.y pna:t-rime <br />employee covered with respect to Ordinance No. 78-164. t~tr. Wilamosky replied that <br />in .lieu of a salary increase, Finance Committee discussed this with the Law Director <br />and recommended that he receive hospitalization benefits. The only other new <br />addition to this is the people in the Rec Complex. Mir. Beaty asked if the Finance <br />Committee could look into the possibility of some of the other part base em~layees <br />being able to take advantage of belonging to a group plan. Mr. Wilas~sky said it <br />would be discussed in committee and invited tir. Beaty to attend. <br />Under New Business: <br />Mr. Logan and Safety Director Petre discussed Ohio Revised Code, Executive Order 005 <br />of April 1976 - the new section entitled "Jail Standards" and the fi~cncial burden <br />it would be to the City by camglying. Mr. Petre strongly reconraendaed`that Council <br />address the State because of the fact that North Opted basica~• a temporary <br />holding facility where people are held for 72 hours or less. Feels Council should <br />object to certain sections -not totally - because if the City were to comely totally <br />with this law, it would cost in the area of $200,040. Mr. Logan has requ~-ted a <br />resolution objecting to this and Pxesiclent Limpert suggested that the Public Safety, <br />Health and tdelfare Committee take it under consideration with Mr. Logan and Mr. Petre <br />in attendance at the meeting. <br />Mr. Boehmer called a meeting of Public Health, Safety and Welfare Committee for Monday, <br />December 18, 1978 at 7:30 P.M. and requested the Safety Director to be in attendance. <br />Mr. Wilamasky called a meeting of the finance Committee for Tuesday, December 12, 1978 <br />at 7:30 P.M. and requested the Finance Director and Mr. Paul Wise be in attendance, <br />as well as any other interested member of the Advisory Board. <br />Mrs. Beringer called a meeting o£ Streets and Drainage Committee for Tuesday, <br />December 12, 1978, at 7:15 P.M. <br />Mrs. Petrigac .called a meeting of the Environmental Control Committee for Wednesday, <br />December 13, 1978 at 8:00 P.M. and requested the City Engineer and Mr. Crider be in <br />attendance. <br />Mr. Beaty addressed Mr. Logan with respect to Ordinance No. 78-168 which is raising <br />the salary range of Budget and Management Dixector from a current $16,000 to $20,000, <br />which is approximately 25~ for a position which is only ten months old. Mr. Beaty <br />stroagl.y objects, especially with President Carter's ?X increases, to raising a <br />range of a new position by 25%. Mr. Logan said it is setting a range and not <br />setting a salary; since it is on first reading tonight would prefer to discuss it at <br />a later time - when it comes up on second or third reading. <br />Pir. Beaty reported that he was approached by a member of the audience after last <br />Council Meeting who has attended other Council l~leetings - in particular Berea - <br />where, when legislation is on third reading, the audience has a chance to participate <br />and have-some .input into the particular legislation which is being voted on on third <br />reading. Suggested that we do the same. Mr. Beaty does not necessarily agree but <br />said he would bring it up and if agpropriate would ask that. one of the Committees <br />discuss it. President Limpert said he also had talked to this individual and tried <br />to explain our procedure and the reason for it, but if Mr. Beaty would like to have <br />the Legislative Committee take it under consideration as far as changing the rules, <br />he would have no objection. Thinks we should take a very close look at this as to <br />what it *.aill mean to our Council, procedures. <br />
