There will be another <br />Public Hearing. If anyone has any input or any questbns, the best place to direct <br />them would be to Dan Copeland at the Department of Human Resources. <br />2) would like to call a Council as a tihole Committee meeting, including any members <br />of the general public, for Tuesday, November 14, 1978, at 8,00 P.M. at City Hall to <br />discuss the direction of the Rec Complex -its financial solutlons and the problems <br />to be faced. Need to sit down and consider all options and look into every possible <br />direction for solutions. <br />After some discussion, Mr. Logan stated there seemed to be a number of conflicts and <br />would reconsider the meeting on November 14th; will wait until the end of Council <br />Meeting to set a definite date for this meeting. <br />Mrs. Sharpe, Chairman Building, Zoning and Development Committee reported: 1) Committee <br />met on Wednesday, October 25th and discussed Ordinance No. 78-145 which is on second <br />reading tonight. Committee has no ob3ection. <br />2) Committee also discussed Ordinance No. 78-157 which is on .first reading tonight. <br />Committee has no ob3ection. <br />Mr. Logan had one comment with respect to the Finance Committee report. While agree- <br />ing with Mr. Wilamvsky on most points, did think that `if Ordinance No. 78-134, the <br />YDP, were put to a vote of the people, it would pass overtahelmingly. <br />Mr. Beaty stated that in Mrs. Sharpe's report it was noted that committee had no <br />® ob3ection to Ordinance No. 78-145 which is a "Referral to the Architectural Review <br />Board" - what it boils down to is signs.- and he did object to it. The committee as <br />a whole did approve it but as a Minority Report feels we are getting over-restrictive <br />in some of the things Council acts on. Sign ordinances are very restrictive as it is <br />and feels the Architectural Review Board, although it is strictly a recommendation <br />board, is gutting some of its own ideas as to what they like or dislike and forcing <br />it on sotae of the businesses which are going in. Thinks we are becoming too restrict- <br />ive, so as a Minority Report, is opposed to Ordinance No. 78-145. <br />Letters and Communications: <br />Clerk of Council read the following letters: <br />1) letter from Mr. Carl A. Petroski regarding the leaf pickup program, copies of <br />which were distributed to all Members of Council. <br />2) letter from the Department of Hunan Resources and its Advisory Board thanking <br />Council for recogniaing the ach~.evements of Art Boessneck, Sr. Copies of this letter <br />will be forwarded to all Members of Council. <br />3) letter from the North Olmsted Council of Patent-Teachers Association in support <br />of the Youth Diversion Program. <br />4) reported receipt of a letter from the League of Women Voters of Westlake-North <br />Olmsted also in support of the Youth Diversion Program. <br />5) reported receipt of a letter from Robert E. Sweeney, Commissioner, regarding the <br />NOACA 208 Water Program, copies of which will be forwarded to Members of Council. <br />People addressing Council: <br />Walter Reis, 4429 Canterbury Road addre$sed Council regarding pickup. of leaves with <br />the equipment which was used last year.. Could this service be re-established? <br />Asked a large number of people in the audience who Were in support of this request to <br />stand up. The leaf pickup program waa discussed at great length by the Mayor, Director <br />of Public Service and various Council Members. The Mayor suggested Mr. Reis call <br />City Ha11 and arrange a meeting to discues this situat~,4n with any interested <br />residents also in attendance. <br />
