<br />Council Minutes of 11-8--78 <br />People addressing Council Cont'd: <br />-4- <br />Mrs. Betty Gagen, 24066 Florence Avenue addressed council regarding the leaf pickup <br />and presented a petition signed by 100Y of the homeowners on Florence Avenue. <br />Michael Williams, 6488 Surrey Drive, Pastor of North Olmsted United Methodist Church <br />and President o£ North Qlmsted Ministerial Association, addressed Council and spoke <br />in behalf of the Youth Diversion Program. <br />Tim Brogan, 27588 Edgepark, Treasurer of the Advisory Board of the Rec Complex, read <br />a letter addressed to the Mayor and City Council which expressed appreciation for <br />support of Issue 21. <br />Joanne DiCarlo, 29511 Huntington Drive, Action Chairman of the League of Women Voters,. <br />addressed Council in support of the Youth Diversion Program. <br />Al Loomis, 27473 Mill Road addressed Council regarding the sewer problems in this <br />area. Mr. Corrigan stated he will be investigating this with Mr. Zurawski, will <br />set up a meeting and will regort back to Council. <br />Mrs. Sokol, 4909 Porter Road addressed Council with a problem of water un~r her <br />house and in her basement. President Limpert stated this problem will also be dis- <br />cussed at the meet3.ng with Mr. Corrigan and Mr. Zurawski. <br />Ken Gagen, 24660 Florence Avenue addressed Council with respect to the leaf pickup. <br />Mayor asked Mr. Gagen to call and set up a personal meeting at City Hall or at <br />Mr. Gagen's residence to discuss the situation. Discussion ensued. <br />LEGISLATION: <br />Ordinance No. 78-132 introduced by Mrs. Saringer was given its third reading. An <br />ordinance amending Chapter 941 of the Codified Ordinances entitled "Garbage ~d <br />Rubbish" by adding thereto a new Section 941.08 entitled "Regulation of Placing of <br />Refuse or Garbage Within the Public Right of Way". Mrs. Saringer moved for adoption, <br />seconded by Mr. Boehmer. <br />Discussion ensued regarding Ordinance No.78-132 as to whether it was necessary, who <br />would enforce it, whether leaves were considered "garbage", etc. <br />Mr. Logan moved to amend Ordinance No. 73-132 to exclude leaves as a subject of <br />garbage and gut it back on second reading, seconded by Mr. Boehsammr. Affirmative vote: <br />Beaty, Boehmer, Logan, Petrigac, Saringer, Sharpe, Wilamosky. lotion carried. <br />Ordinance No. 78-134 introduced by Mayor Swietyniowski was given its third reading. <br />An ordinance authorising the Mayor to accept a Ten Thousand Dollar ($10,000) grant <br />from the Cleveland Foundation for the establishment of a Youth Diversion Program and <br />suthorizingthe required Six Thousand Dollar 06,000) matching funds. Mr. Wlamosky <br />moved for a~.~ption, seconded by Mr. Logan. Affirmative vote: Beaty, Boehmer, Logan, <br />Petrigac, Saringer, Sharpe, Wilamosky. Motion carried. Ordinance No. 78-134 adapted. <br />Ordinance Ido. 78-13T introduced by Mr. Tdilamosky was given its third reading. An <br />ordinance ~eending Chapter 901 0€ the Codified Ordinances of the City of North Olmsted <br />entitled "Openings and Excavations" by adding thereto a new Section 901.09 entitled <br />"Barriers and Warning Devices", and declaring an emergency. Mr. Wilamosky waved fox <br />adoption, seconded by Mr. Bae~hmer. A€firt~ative vote: Beaty, Boehmer, Logan, Petrigac, <br />Saringer, Sharpe, ~dilazeosky. Motion carried.
