Council Minutes of 10-17-78 -4- <br />Mr. Wilamosky, Chaixman of Finance and Long Range Planning Comeittees reported: <br />1) Finance Committee met on October 4, 1978, with the Mayor, Service Director, Safety <br />Director and Finance Director in attaadance. Discussed Ordinance No. 78-133 which is <br />an ordinance transferring appropriations, and covers transfers in five funds. <br />Committee requested sn t to the original ordinance as prss~ted. Have re- <br />quested the amendment because of specifically one item. All mesber~ of Council have <br />received a copy of the awarded ordi~aace itt their legislative packets. liswsndesmtt <br />calls for leaving the prev#.at~sly appropriated $5,000 in Tree Planting and transfer- <br />ing $5,000 from the Fire Petsa Fvwd. Cossiitte: has rec d to the Administra- <br />tion that the tree planting be placed in the program - not be eliminated: - and there- <br />fore askedfor the amend~rent. The total amount of the General Fund transfer is <br />$90,517 with other transfers in the ordinance of $5,000 - Street Maintenance Fund, <br />$87,000 - Bus Fund, $28,700 - Sewer Revenue Fund, and $26,500 - Recreation Complex <br />Fund. These are all inter-f trfers and ca-eeittee has no ob~ectan to the ordin- <br />ance as mended. 2) coeaeittee also discussed Resolution No. 78-138 which opposes the <br />intent of House Bi11 967. Co~.ttee recoaseends adoption of Resolution No. 78-138, <br />basically because it is inflationary and contrary to our rights as a chartered <br />municipality to determine our own financial affairs and is a pottntially dangerous <br />piece of legislation to our bv~dget. 3) Coss~ttee discussed Resolution No. 78-141 <br />which authorizes the Service Director to advertise for bide €or 4,000 tons of salt. <br />Committee has no objection. 4) Committee discussed Resolution No. 78-142 which <br />authorizes the Service Director to advertise far bids for 2,000 tons of cinders. <br />Committee has no ob~ecticra. 5) Co~aaiatee discussed Ordinance No. 78-133 at length <br />with .Mayor Swietyniowe-ki. b) Gowmitt~ discussed Ordinance No. 78-134 which <br />authorizes. the Mayor to accept a $10,0Em grant from the Cleveland Fotn+-dation. The <br />terms of the grant require the City iy an additional $6,000 for a total of <br />$16,000. The Activities Report which we reviewed as a committee, of what we think <br />of as the existing Youth Diversion Pro$raw, covered a seven month period and listed <br />a total of 45 contacts - 8 of w1~3.ch were referred to other agencies smd 37 not <br />referred to other agencies. 23 were terminated. Of the 23, 11 were terminated <br />successfully, 5 unsuccessfully, and 7 basically ?:awe not been determined. After a <br />lengthy discussion with the Mayor, the comsttee`s recommendation to this body is <br />that Council should not authorize the Mayor to accept the grant from the Cleveland <br />Foundation. It is the opinion of the committee that while it would be nice to have <br />a program such as the YDP Program here under t~ direct control of the City, there <br />are similar programs available on a county~de basis for those who need and seek <br />these. services. The grant covers appsbximately 63X of the cost based on the antici- <br />pated budget of $16,065. The great funding period will end October, 1979. The. <br />Administration has expressed anticipation that additional funding will be sought to <br />extend the grr~-t, and grant period, to March of 1980. AC that point, the City will <br />assume full reponsibility - financial respon:ability - for the program. Based on <br />the general fiscal coc~tion of the City today, the condition of the City equipment <br />as Mr. Corrigan pointed out, the need for consistent imps t in the quality of <br />existing services, to create ~ fusd a mew department far a prograw such as this is <br />additional fuel to overburden our already strained budget. Coms~.ttee again recommends <br />that Council not authorize the Mayor to accept the grant in the amount of $10,000. <br />Mr. Logan commented on Ordinance No. 78-134 stating that in seeking this grant from <br />Cleveland Foundation, the Cleland Foundation agreed to give us $10,€MH1. In ask- <br />ing that we match with $6,00Q, it was not a m+anetary decision whatsoever according <br />to the Depart~aent of Human Resc-urces and Mr. Copeland and others. W~~at the <br />Cleveland Foundation was interested in was esa~.ng if this City eared enough to gra- <br />vide $6,000 with a budget of over $4,OOO,QQO for a program which is factually and <br />can be documented as h~rving prevented suicides - at least two suicides of young <br />people in this City.
