Council Minutes of 10-11--78 <br />-5- <br />Mr. Wilamc;sky responded that as pointed aut in his report, the committee and he <br />personally realize the program does have some benefits but again, there are community <br />agencies which provide similar services. Have to look at a long range plan - not <br />only the $6,000. Based on the amo~t you mentioned, $5,000 is certainly not a lot <br />of money. Possibly in 1980 - that is if the Mayor can extend the grant period or <br />grant funding - we will be looking at the development of a totally new department, <br />totally unaware as to what we can expect with respect to salaries, equipment, etc. <br />Since Mr. Logan expressed some interest earlier with respect to what condition the <br />equipment was in at-the Service Depatrtmesat - thought Mr. Corrigan was .quite clear. <br />We should get our priorities and make a determination and at least attempt to im- <br />prove the quality of existing services - certainly not put in other programs when <br />there are other agencies which provide similar services. <br />Mrs. Petrigac commented that we seem to be a#~lt to find money for air-conditioned <br />cars and whatever and agreed with Mr. Logaa. Realizes we can utilize aunty <br />organizations but belies a program is needed here within the City. Possibly can <br />cut somewhere else in order to provide this kind of program. <br />Mr. Logan commented that it is the policy, it is a precedent set by the Cleveland <br />Foundation to continually renew their greats. It is not absolutely clear that we <br />would continue to receive money after 19$O but past practice indicates they would be <br />willing to renew that. Appreciates Mrs. Petrigac's comment. Essentially the only <br />human service we provide is through the Departmeent of Human Resources. When talking <br />priorities, we have a priority here. <br />Mayor Swietyttiowski commented that Council is strongly urged to consider this <br />legislation and vote in a positive meaner. 6r~nted, it is a social service, but <br />thinks social services are nectasities in all communities. Would hate to see <br />something like this not be in effect here in North Olmsted. Stro~y urged support. <br />Mr. Wilamosky asked the Mayor if at this point ir.. _ime could he recommend to Council <br />where the $5,000 could be found. Mayor stated he had no recom~+ctdation at this time, <br />but would have recommendation before Council whenever they like. <br />Mr. Logan xecaended that perhaps the City might not purchase one of the police <br />cars and we would have the $6,000 for the grant. <br />At this time, Presid~t Pro Tem Wilataosky announced the addition of legislation to <br />the agenda f~x~ this evening - Resolution No. 78-151 and Ordinance No. 78-152. <br />People addressl.ng Council: <br />Hilary Morgan, 26975 Whitethorn Avenue addressed Council and as current coordinator <br />of the program spoke on be}unlf of Ordinance Na. 78-134 authorizing the Mayor to <br />accept the $10,000 great. Feels the funds could be found re; it is a needed <br />social service; are dealing with life and death type situations. Intent of the pro- <br />gram is to keep staff at a minimuea and utilize services of volunteers, etc. <br />Joe Schaeffer, Country Club Boulevard addressed Council in support of Ordinance <br />No. 78-134. Realizes the City budget is tight but feels that the County agencies <br />are woefully inadequate aad understaffed. Young people who are shuffled off into <br />these agencies are ffiost of the time lost. Can speak factually since he worked <br />there for a year, etc. <br /> <br />
