If not, <br />leave it out and apply the m~ey to the solution of the odor problem. Mx. Corrigan <br />stated purchase of this blower is ~t to solve any c,>an-going odor problem. This is a <br />basic maintenance type purchase npt designed to change the basic engineering of the <br />plant. It is Squisite to the day-today operation of the plant. Mr. Zurawski stated <br />that the City is in the prone s of undertaking a study of our sanitary sewage <br />collection system, our wastewater treatment plant. This amt be done before we can <br />qualify for any Beral funds to safe the problem. There is no way to bypass <br />that route. MY. Gateau c tad Chat this matter will be litigated on the 5th of <br />~cember and suspects that the plaintiffs in thfs case will produce an engineer at <br />their own cost to tail the City how they can come up with an odor free system. <br />Mr. Corrigan consacnt!ed at this time, as a private citizen, not as Service Director <br />would like to speak on the Youth Diversion Program Grant. Had attended the committee <br />meeting and spcdce in favor of accepting this grant. Was concerned about citing the <br />needs of the Service Deperts-t as a per se reason for turning this grant down. Does <br />not want anyone to think that be-cause the Service Department has real needs for <br />equipment that he is pereronally against this particular ordinance and this grant. <br />Mr. Wilamosky replied that he steads corrected if that was the assumption. Used the <br />Service Department as an example but could have used a number of departments as an <br />example with respect to the need of ia~mving the quality of existing services. Was <br />not singling out the Service Department - basically used that as an example. <br />Sheila Howard, 6178 Forest Ride Drive addressed Council regarding Ordinance No. 78-134 <br />Discussion has been about the quality of service for the City - her concern is the <br />quality of life for the children of North Olmsted. This is our most important asset. <br />If denied help new, they won't need the services. There are heavy, severe problems <br />regarding drugs and alcoholism; regarding child neglect; regarding suicide. Have to <br />deal with these problems now. <br />LEGISLATION: <br />Mx. Logan moved that Resolution No. 78-151 fie moved forward on the agenda, seconded <br />by Mr. Boehmer. Affirmative vote: Beaty, Boehmer, Logan, Petrigac, Sharpe, Wilamosky. <br />Motion carried. <br />Resolution No. 78-15.1 was introduced by Mx. Logan. A resolution comme~t~iing achievement <br />of First Class Award in Girl Scouting. Mr. Logan moved for suspension of rule requir- <br />ing three rea~a~ngs, seconded by Mr. Boehmer. Council recognized and congratulated girl scouts in sudfence. <br />Ordinance No. 78-117 introduced by Mrs. Petrigac was given its third reading. An <br />ordinance repealing Section 311.06 of the Codified Ordinances of the City of North <br />Olmsted entitled "Play Streets" of Chapter 311 entitled "Street Obstructions and <br />Special Uses". Mrs. Petrigac moved. to table, seconded by Mr. Boehmer. Affirmative <br />vote: Beaty, Boehmer, Logan, Petrigac, Sharpe, Wilamosky. Motion carried. Ordinance <br />No. 78-117 tabled. <br /> <br />
