Council Minutes of 5-1b-78 -13- <br />Mrs. Petrigac stated to Mayor Swietyniowski that she has been receiving many <br />phone call's from constituents in regard to low flying planes over the City and <br />has explained to them the new rv~way that is under cogstructi®n, etc. They have <br />requested her to ask the Adeinistration to let the airpe~rt le hsow that we <br />do not want this temporary flight pattern to becoawe gerrllt after the runa!ays <br />are colleted. Mayor gave <br />reasons why he feels it is the re ability of the: ~s+an to provide insurance. <br />Mr. Beaty gave his comments. <br />Mr. Beaty stated he would liken to bring up one point for people in the audience <br />if they are not sure what is going an: there seems to '~ nose question on the <br />Clerk of Council's salary, and Mr. Desty ~rould..like to nak~e a couple of facts known. <br />Council Members have a list trhich ah~+s~ a number of other cities in the area and <br />the lowest range is around $1}.,000 and it goes to over $14,000. The range we are <br />recommending is from $b,000. to $13,000:, so he does not think it is tmreasonable <br />there. There are five cities listed ~.ch are presently paid is the range of <br />$13,000. and a number of these cities are quite a bit asaller than ~tth almsted. <br />Mr. Beaty thinks this is defin~.tely in line with what our City is deserving and <br />for someone who has done such a good job in the past. <br />Mr. Beaty stated he would like to poll Council to see what their feelings are on <br />the supervisory dispatcher position in the Police Departaieiat. As he understands, <br />it would cost an extra $2110. a y~tx uhich is the increment that thn Chief was <br />asking for, and the supervisor did hatne a Hasher of extra duties, which is <br />additional responsibility wb~ether it is extra ttma or not. Zt is l~r. Beaty's <br />understanding that the supervisor does came in 15 minutes earlier acrd stays 15 <br />minutes later which would cover three of t'lte four work sessions during the clay. <br />Discussion ensued. Law Directpa~ 6ar+ discussed a p~cli and Boles of Council. <br />Also, the right to bring it forth vn an ordinance basis and the ultipgttes poll <br />would be the final vote. Mr. s.aty stated the Safety Cc.ttee rec d that <br />the position be added; the P'.~a-ce Cos~ttse taco d that it not be added. <br />Mrs. Beringer stated she would like to coaaent that when this was discussed in <br />Committee she understood an officer oa duty would have to came in anal brief the <br />supervisor and she, in tuts, brief the others. Mrs. Sarin;~r sees na point - if <br />the duty officer has to explain ft to one person why not ail three of them. <br />Mr. Boehmer commented that thin position was taco d by the Police Chief, <br />Captain Marsh, Safety Director Fetre and the majority of the Safety Cosa3.ttee. <br />Mr. Boehmer's feeling is the position fs t~arranted for the situation and Mr. <br />Beaty feels the same way as Mr. BoehAer. There was a joint meeting and the <br />Finance Committee fait it was not needed. Mr. Wilamosky stated the mosey was not <br />the question with respect to the position -the current job description covers <br />the duties that were proposed. President. Limpert stated i# Mr. Boehmer or Mr. Beaty <br />feels it has merits they should request legislation and have it come before Council, <br />and this subject will be dropped note.
