Council Minutes of 5-16-78 _S- <br />Based on the comments of other Council Members that were present at the meeting <br />who indicated support of an increase to $13,000. Mrs. Sharpe asked if Atr. Wilamasky <br />would have the amount of $13,000. inserted in the ordinance. Based on the comments <br />that were presented at the meeting Mr. wilamoaky stated he would and it has been <br />done, even though it is 10.6X mare than the Covacil appropriation for that particular <br />position; <br />3) the Finance Committee discussed a request of the Chairman of the Sa€ety Committee <br />to rediscuss the Administration's request to create a new position within the <br />Police Department, known as Police Dispatcher Supervisor. The job duty description <br />of the proposed Police Dispatcher Supervisor was somewhat $mbiguous in reviewing <br />both the new job duty description axed the current job description. It appears that <br />many of the items in the current jab description are applicable to the recommended <br />position and referred to various items. It appears that almost all of the items <br />listed in the new duties as new duties could be implemented W3.thout the creation of <br />a new position. The Camanittee recommends against the creation of a new position. <br />The Committee again reported out at the last regular meeting a rec ation against <br />it and that recommendation is sustaixted; <br />4) Committee will be requesting suspension of rule requiring three separate <br />readings on Res. No. 78-76 which provides for the sale of bonds in amount of <br />$330,000 for Service Dept. equipment and Committee recommends adcgeton; <br />S) Committee along with Service Director Corrigan reviewed la~rlation Alas. i8-S6 <br />thru 78-66 which authorizes the Service Director to adirert3~se far bids fox various <br />items. Committee 78-63 to read 1100 gallons of highway ,mad crossxaik paint <br />instead of 800 b '# ~rvice Director reevaluated his xeeeds +mad fait that <br />800 would be insuff#cit. ~ittee will request suspension of rules requiring <br />three separate readings an Res. Aloe. 78-56 thru 78-66 due to time 13mi.t and certain <br />items are necessary for coming 3essan. The Service Director has advised Committee <br />also that he intends to include all of the items in the same legal ad and by <br />advertising this way he expects to save about $500. in advertising casts. Committee <br />recommends adoption of legislation 78-56 thru 78-66; <br />6) Committee discussed with the A~inistrstion the elimination of a position within <br />the Service Department listed as "Clerk" and the creation of a position in the <br />Service Department known as "Service Dispatcher-Maintenance Aaealyst" with a salary <br />range of $9,000. to $12,000. annually., and Committee has no objections; <br />7) last Council Meeting the Service Director presented Council with a list of <br />stolen or damaged property due to a burglary. Committee has requested legislation <br />for the payment of a moral claim. The recommendation of the Committee is that the <br />claims shall not exceed those listed in the ordinance and ree s payment of <br />the moxal claim. Committee would like to go on record and rec to Chase <br />employees of the Service Department and employees of the City in gemaacal that should <br />something like this happen again that the City not be respotlsible axed urga those <br />people with personal property on City property either take it home or provide the <br />necessary insurance protection for themselves; <br />8) the Administration has recommended to the Ccsmaittee that consideration be given <br />to incorporating the current position known ~s "Secretary to Commissions" into the <br />orgmnizational chart of the Building Department along with the responsibilities <br />therefor. The Administration has assured the Committee that the duties and responsi- <br />bilities could be absorbed by the Building Department. The current Ord. No. 77-109 <br />establishes the position and salary range of $1$04. to $3600. annually. The Secretary <br />to Commissions attends approximately bO meetings per year. It was further recomseended <br />that instead of a salary range of which the position now hoe that a provision be made <br />for remuneration in sum of $20. per meeting and that would not only encompass the <br />attendance at the meetings but the other duties incumbent upon the position.
