No. 7&-75 be adopted. <br />Mrs. Sharpe referred to Mr. Wilseroskq's report wherein he stated the majority went <br />along with his recommendation. The majority of the Finance Co~nittee cmnaists of <br />two members - it is a three r .cg~#.~te~,_.. 'ftte aamtjority of the Council Nember8 .. -- <br />went along with Mrs. Sharpe`s recomsendation for tha.Clerk of Council's_iacre-ase. <br />Mr. Wilamosky stated he thou~tt he had made that clear.in~his report... President <br />Lampert commented on same. <br />Mr. Beaty referred to new position in the Service Department and asked what is <br />different in this job than what the previous Clerk was doing at the Garage. <br />Service Director Corrigan stated there were several factors in reevaluating the <br />job duties involved in the Clerk`s position in the Service Yard. In the past there <br />have been a series of lady clerks: the physical facilities sate not too good. The <br />last lady clerk resigned earlier this year and one of her recommendations was that <br />a male individual be hired who would better fit in with the work environtaent, A man <br />was hired that had broad experience in the Navy with radio dispatch as a radio <br />operator; also it takes a certain maturity in dealing with the crews, etc. Additionally <br />he has assumed new responsibilities for setting up systeaas and procedures relative <br />to preventative vehicle maintenance and work analysis, etc. Discussion ensued. <br />President Lampert stated he thinks Mr. Corrigan's remarks support Mrs. Sharpe's <br />reasons for her recommendation of the pay for the Clerk of Council when one stops <br />to view job responsibilities - they are in the same cats•gory as far as i~rortance <br />and value of job. Mr. Beaty discussed what warranted the big increase. Discussion <br />ensued. <br />Mr. Beaty asked what amount of money is involved that is extra on the position <br />Supervisor of Dispatchers that Finance Coa~ttee rec. ed against. Mr. Wilamosky <br />stated approximately $200. Discussion ensued. Mr. Wilamosky and Mr. Beaty gave <br />their comments with respect to the need for the position. It was brought out the majority of <br />the Safety Committee approved the request and it was referred to Finance Coa~.t.ttee. <br />Finance Committee reported out on same. Mr. Beaty stated under New Business would <br />like to poll Council on this matter. <br />Trir. Logan, Chairman Recreation, Fublic Forks & Buildings Coa+ee~.ttee, reported: 1) <br />in conjunction with Mrs. King, of Department of ~Iuman Resources, have scheduled <br />a Public Bearing for Tuesday, Juae 13, 1978, 7:30 P.M., at the ty Cabin to <br />discuss the function and design of the proposed Senior Citizen Center to be built <br />at the park with Comimuaiitp Development Block Grant Funds; <br />2) Mr. Logan referred to Rules of Council with respect to Ord. No. 78-70 which is <br />on first reading tonight regarding reference to Committee. There is a question with <br />respect to reference to Committee: it is Mr. Logan's understanding it should not go <br />into Recreation Committee and if it does, indeed, have to go into Recreation Committee, <br />it would not go into that Coamttee until after its first reading. Secondly, according <br />to Rules of Council, since this is one ordinance that did originate from within a <br />Committee it is not subject. to reference to Committee at the time of introduction <br />provided the Committee, is this instance the Finance Committee, w~rareiin such resolution <br />or ordinance originated from reports to Council prior to the introduction. Mr. Logan <br />asked if his interpretation is correct. Lengthy discussion eaesued. Law Director <br />Garesu gave his commseats with respect to Council's authority t4 modify their own <br />rules, etc. Mr. W3lamosky referred to meting of May 2nd, whereia~t he reported out on <br />same. It was determined the Ord. No. 78-70 does not have to be referred to Recreation <br />Committee. <br /> <br />
