Council Minutes of 5-2-78 <br />-S- <br />15) scheduled a Finance Committee Meeting on May 8, 1978, 8:00 P.M., City Hall, <br />and requested Service Director Corrigan to be in attendance. <br />Mr. Logan, Chairman Recreation, Public Parks & Buildings Committee reported: <br />1) at a Council as a Whole meeting held May 1st pertaiding to the plight of <br />the Rec Complex many pressing issues were discussed. Several mayor problems <br />were confronted by Council and 14t:niatratioa in a generally constructive manner. <br />We focused upon the Mayor's report of list Council meeting in rich 67 problem <br />areas were listed. The Safety Director reported that roughly 15 itee~ of that list <br />have been rectified at this po~ant; hot~ever, many large and small problems continue <br />at the Complex. Primary and immediate Heads include 1) a continuing system of <br />preventative maintenance; 2) a foil tame engineer to be eaployed at the Rec Complex <br />to operationalize a preventative ma~nteasnoe prograis 3) additional-staff for <br />janitorial services and progras~ sv~ervisioa; 4) additional sophisticated tools and <br />equipment to enable employees of the Complex to maintain it; 5) capital improvements <br />Co avoid chronic problems in ssrai areas. Co~cil requested the Safety Director <br />categorize the list of 67 iteap~ into three parts: 1) which problems are now <br />corrected; 2) which can be corrected. within three mouths without substantial <br />expenditures of funds., and ~) which iteis cannot be alleviated within that time <br />and without substantial fun. To impleslent the necessary improvements at the Rec <br />Complex and to begin paying thm grincipa,3, plus the interest, it will be essential <br />to develop added sources of r+avenwe. Regardless of how well we increase public <br />participation at the Cos~lex, or haw positive our attitude may be the unpleasant <br />fact shall remain: we ca~mc-t produce t~ $354,OOQ yearly to amortize the debt. <br />To meet operating costs acclishas more than s~oet comparable facilities in the <br />nation have been able to do. As stated kart night, it is Mr. Logsn's belief that <br />this Council must give serious sad immediate consitration to the regrettable,yet <br />in his view, unavoidable proposition of subni.tting a two-to-threw mi$.levy to the <br />voters of North Olmsted fe~c heir consideration. To divert $350,OU0 yearly toward <br />the Recreation Complex frtam the general f~-d weld cause au unconscionable impact <br />upon the City's ability to deliver esw~ntial services to our residents. The current <br />City budget is a barebones budget - We cannot sustain such a atajar drain that <br />$350,000 would demand. Would like to request a msetiug of Council as a Whole for <br />May 15, 1978, to discuss the g4ss3.bility of a levy; to meet with Safety Director <br />Petra on the breakdown requested; to meet with Fia,e Director Brockaean who hope- <br />fully will have same information as to htm~ we can ~n paying up the principal <br />and interest with respect to the Rec Center. <br />President Limpert and Mx. Lo$~ discussed a meeting date. A meeting of Council as <br />a Whale will. be held within a short period of time after pertinent information is <br />received. <br />Mrs. Sharpe, Chairman Building, Zoning & Development Committee, reported: 1) the <br />B. Z. & D. Conmiittee met April 19, 1978. Also in attendance was City Engineer <br />Zurawski. Under discussion was the Eagleeye Subdivision. This subdivision was <br />rejected by the Planning Cosmaission on April 11th and the matter was brought before <br />Council upon request of the applicant. Mrs. Sharpe had requested from City Engineer <br />Zurawski a report which stated in part that the Eagleeye Subdivision is the <br />division of permanent parcel no. 235-b-3, at 26512 Butternut Ridge Road, into two <br />parcels; one fronting on Butternut Ridge Road and one directly behind the first. <br />The platting ordinance states all sublots shall front on a public street and no <br />subiats, parcels or blocks without access to a public street shall be permitted. <br />Mr. Eagleeye appeared before the ward of Zoning Appeals on March 8th anti-tJee Board <br />of Zoning Appeals granted the variance.
