Council Minutes of 3-X21-78 _3., <br />to sign and make comments. Mr. Wilasx+sky's obmervation from reviewing tha forms <br />is that the majority of the people want some protection - they did waiaC a wall. <br />The State and residents discussed the location of the wall, etc:, also ty{~e of <br />wall. It is Mr. Wilamosky's understanding that the State will rs-evaluate and <br />contact the City. <br />2) Finance Comani.ttee met on tisrch 15th and Administration and many members of <br />Council were in attendance. t~der discussion wss the persane~at appropriation <br />ordinance and Cosstittee, Ad~tnfntration maul other Council Mnrbars met on March 16th <br />to continue discussion of then o~nance. 6lithin the appropriation ordinance provi- <br />sion is made to provide adequate funds to pay invoices due from 1977 mhi.ch have not <br />yet been paid, in sum of approsmat~ely 55,000 and chargeable to the Oral Fund. <br />In addition, there were invoie:es ncurrsd in 1977 from the Rec Complex of over <br />$14,()00 which have to be paid. The Sanitary 3e~rer Fiord ;:uo invoices of $3Z, 000. <br />from 1977. The appropriation ordinance as it now status does not incline in al~ <br />line items the total amount that is going to be neces:ary for the fiscal yeax 1.78 <br />but Committee, along with other meebea~rs of Council and AdaEnistrati~ will continue <br />to review it oa a regular basis. tit. wi.laabsky gave a dletailed presentation of <br />the sppsopriation ordinance once whet it is based on. <br />3) Finance Cossittee discussed) with lteance Director Brockman our autstasning notes. <br />It was the reco~eu,dation of the Fierce Director that wa issue bands on two of the <br />outstanding notes we nor have. It was recoamsaded that bonds ~ ssimut for <br />Service Department Bgnlparsat and Fire Dapartarect Equipment. The Finance Director <br />has been raquested to draft the sircad~ary ler~islation for the Service Department <br />Equipment to be on Agenda for Special Cou~il Meeting to be announced lr:xer. There <br />is a matter of a feew nwnths before wee have to get into the issuance of bonds far <br />the Fire Department EquipaKmt. One of the reasons we are going in this direction <br />with equipment is because if we continue to pay interest on these notes the equip <br />went will be worn out and we ai11 still-have the basic principal to pay. llnother <br />item Committee feels we are -going to have to face up to is $3,463,000 worth of <br />outstanding notes for the Aec Center Co~slex and this will be carefully analyzed <br />during the next few months. <br />Mrs. Saringer stated for the record that the Administrative Assistant to Congressman <br />Mott) was in attendance at meetings with respect to I-480 as this is 90A federally <br />funded and they are verq interested. Mr. Wilamosky also named other dignitaries in <br />attendance. <br />Mr.. Logan, Chairman Recreation, Public Parks & Buildings Cossaittee, reported that <br />Committee is in receipt of r d budget of the Recreation Comaaission and a <br />very enthusiastic program is planned for next year. Will announce a Co~i.ttee <br />Meeting date later to discuss that program.. <br />Mrs. Sharpe, Chairman Building, Zoning & Development Committee, reported Coamti.ttee <br />met on March 15th and reviewed the following: <br />1) Clague Plaza Assembly plat - four pa_~:els being made into one lot and Committee <br />has no objections. Res. No. 78-37 is on first reading tonight; <br />2) Vienna Woods Subdivision IA located on east side of Walter Rd. between Lorain <br />& Gessner one existing lot Ding wade into two new lots. Committee has no <br />objections and Res. No. 78-38 is on first reading tonight; <br />3) Committee talked to City Engineer Zurawski regarding the proposed vacation of <br />Oring Acad. Mrs. Sharpe read report from City Engineer Zuram aceceived on <br />March pith to Mayor Swietynioarski stating the Engineering Depsr _ t has reviewed <br />the proposed vacation of Oring Road asul suggests no action be takan at the time <br />giving reasons therefor. Letter on file is Clerk's Office. <br />4) Committee discussed the vacation of Jenkins Road which 1s on third reading <br />tonight. Mrs. Sharpe will move to table this ordinance and stated reasons therefor. <br />Report on file in Clerk's Office. <br /> <br />
