Council Minutes of 3-7-78 _4- <br />Mr. Logan, Chairman Recreation, Public Parks ~ Buildings Coamittee, reported <br />that Council as a Whole met February 23, 1978, to discuss in preliminary fas#~ion <br />the way in which the Con~sunity Development Block Grant Funds cos be possibly spew <br />over the next few years. Mr. Copeland, Director of Dept. of Htssetn Bsst~rc~es, <br />was present to inforu- Council on a number of areas. The most si~ificant in terms <br />of public knowledge is that the F+wderal Goverurnt is naw leaa3ttg more heavily <br />upon one of the three criteria regarding ~itures co~sfated by Block Grant <br />Funds as apposed to in past years. Tbt one that is becoming increasingly sgnifi- <br />cant is to "meet the needs of low and moderate income arsons", and thi~r is the <br />area that we have to pay more attention to and focus upon in our possible use of <br />the Block Grant Funds in the ~iaicm of Mr. Copeland. The other two axe: (2) <br />"eliminates or grevents altm~s, blight or blighting influences"; and (3) "address <br />urgent coaaunity development need:". As we look for future use of monies <br />we wi11 emphasize the first point a~ that seams to be more so than any other the <br />Senior Citizens Multi Service. Csater. Would like to encourage anyone o has <br />ideas on the subject to attend the public steering March 9th at the Com~nity Cabin. <br />Mrs. Sharpe, Chairman Building, Zoning b Development Committee, reported Comm3.ttee <br />met March 1, 1978, also in att+sadance were City Engineer Zurawski and a few <br />residents from the Lansing Drivee v3.cinity. Under discussion was the vacation of <br />Oring Drive. No decision was reached at the time rending the vacation of Or~.ng <br />Drive as the City $ngineer is awaitimg ss~rer pl.a~as from the developer in Westlake. <br />When the glees are received and EnBinser has revise!ed them, the Committee will <br />again meet with the City Engit~ser ~d proceed from that point; <br />2) scheduled a B. Z. & D. Co~mi.ttee meeting March 15, 1978, 7:15 P.M., City Hall. <br />Mr. Wilamosky discussed with City Bagineer when an answer would be available with <br />respect to Oring Drive. City Eagr Zux~swski stated he hoped within 30 daps - <br />he has talked to the engineer dofag the design work on that subdivision. firing <br />Drive is one of the. alternate means of connection to the North Olmsted sanitary <br />sewer system. <br />LEGISLATION: <br />Ordinance No. 77-174 introduced by Mrs. Sharpe was given its third reading. <br />An Ordinance amending Sections 1205.0]., 1205.02, 1205.03, 1205.07, 1205.09, <br />1205.11; Section 1212.02 and Section 1213.01 of the Zoning Code of the City <br />of North Olmsted and repealing the rime as previously adopted, as amended. <br />Mrs. Sharpe moved for adoption, seconded by Mr. Beaty. Affirmative vote: Beaty, <br />Boehmer, Logan, Petrigac, Beringer, Sharpe, Wilamosky. Motion carried. Ord. <br />No. 77-174 adopted. <br />Ordinance No. 77-200 introduced by Mrs. Sharpe was given its third reading. <br />An Ordinance amending Subsection (D) of Section 1173.02 entitled "Percai.tted <br />Buildings and Uses" of Chapter 1173 entitled "General Retail Business District" <br />of the Zoning Code of the City of North O1'sted, as amended. Wis. Sharpe moved <br />for adoption, seconded by Mr. Beaty. Affirmative vote: Beaty, Bower, Logan, <br />Beringer, Petrigac, Sharpe, Wilamasky. Nation carried. Ord. No. 77-200 adopted. <br />Ordinance No. 78-11 introduced by Mrs. Sharpe was given its third reading. <br />An Ordinance vacating Margo Drive Eton Michael Avenue to the right of way <br />of I-480 in the City of North Olmsted. Mts. Sharpe moved for adoption, seconded <br />by Mr. Logan. Affirmative vote: Beaty, Boehs~er, Wigan, Petrigac, Beringer, Sharpe, <br />Wilamosky. Motion carried. Ord.
