Council Minutes of 2-21-78 -5- Ordinance No. 7g-25 was introduced by Mr. Boehmer and given its first reading. An Ordinance amending the traffic control map and file of the City of North Olmsted t© provide for the ia~itallntlon of a traffic control signal on Dover Center Road is the area of Driscoll Lsaa and Cottomrood Trail.. President Limpert referred same into Transportation Coais~iCtee. Ordinance No. 78-26 was introduced by Mr. Wilas~osky and gives its first reading. An Ordinance establishing the org~.satlm~al chart for the Financ~a Department of the City of North Olmsted, sett#ng forth the cotapensation to be gaid e-.~ployees of the Finance Department and repealing Ord. No. 77-105 enacted July 5, 15177, and declaring an emergency. Ordinance No. 78-27 was introduced b~- Mr. Wilamosky and given its first reading. An Ordinance establishing the aalaty of individuals within the Department of Budget and Management and declaring an emergency. Under Old Business: Mrs. Petrigac inquired what steps have been taken with respect to illegal connectians that may exist as these has bean concern on the flooding in the eastern cad of Ward 1. Service Direct~rr Corrigan explained what steps he has taken relative to getting updated reccirds of the smoke testing program, etc. Discussed the sewer system; also ex~laebd that there isn't any one simple solution and discussed the many factors that enter into the possible flooding of homes in that area. Law Director Gateau explained for the benefit of those not on Council at the time that a sss~ke prargram was conducted with respect to unlawful connections and attempts were made through the Service Dept. to have those people disconnect and when that failed it was turned over to the Law Department. Last summer Law Director Garer~ and Prosecutor Albenae worked on this program. Can report that all houses with problem connections have now disconnected. Mrs. Petrigac discussed with Mr. Wilamosky why $7,000. from Recreation Commission money was put into Recr®ation Center Complex. Lengthy discussion ensued. Mrs. Sariager referred to last Fall when she had originally suggested a block watch program - at that time did not anticipate any funding. If these funds are available all well and good; however, if we are not able to get any funding would still like to pursue a program to get the citizens involved. Mrs. Sharpe referred to a traffic survey which was taken on Dover Centex Rd. some- time within the last two years in the vicinity of Driscoll Lane and Cottonwood. The survey showed it was not feasible to erect a traffic signal because it would hinder the traffic on Dover Rd. Mrs. Sharpe requested another survey be taken inasmuch as a new development behind Got~onwood Trail is generating more traffic on Cottonwood and Dover. Safety Director Petra will review same. Mr. Beaty asked status of Ord. No. 78-13 and was informed the Clerk and Law D3 rector Gateau are proof reading the updating of the codified ordinances and have not finished yet. Mr. Beaty referred to liquor application for a C-1 and C-2 to Brendans Fine Irish Imports which Council by a vote of 4 to 3 objected to and requested a hearing. Said hearing is Feb. 23rd, - and according to the notice to Council a representative is needed from the legislative authority to appear at the hearing. Law Director Gateau stated as legal representative of the City he can put forth
