Council Minutes of 2-7-78 -4_ <br />Citq Engineer Zurawski reported; ].) have one project under construction and that <br />is the Clague Road Culvert. Of course progress has bean,. delayed because of the <br />weather and if there is no break in the weather progress 1s going to be further <br />delayed; <br />2) currently the Engineering Office has a number of projects that are under design <br />or will be under design sometiae during the year: last meetie~g mentioned the Porter <br />Road Culvert - we are naw making progress in the develaprent of plans, specificat~;ons <br />and estimates for that job. We are on schedule and hopefully there will be a <br />contract award during the Spring; <br />3} also will be designing the replacement for the short section of *he Hampton <br />Dxive sanitary sewer. It is approximately 6.8 ft. of an existing l0" sanitarry <br />newer which has collapsed. This involved the replacement of two manholes which <br />have an infiltration problem, and approxim~-tely 100 lineal feet of concrete pavement. <br />Hope to have tl-,stwady by the Spring of this year also; <br />4} the other project is the Beech Lane Culvert and, like the Claque Rd. culvert and <br />the Porter Rd. culvert, is financed 100X undex the Co~;unity Develop~awmt Block <br />Grant Funds, Hope to have the culvert under construction late this year and possibly <br />the award sometime during the Summer. <br />Law Director Gareau reported: 1) the Burkett Lawsuit - it appears that it should go <br />forward on Febiuaxy 2lst. Law Director has been engaged in going through all of <br />the records preparing for this trial: has in the last week hired an appraiser on <br />behalf of the City to testify as an evert witness; <br />2) have been engaged in the on-$bing program with respect to combating the requests <br />for decreases in assessed valuation by commercial and multi-family businesses. <br />Law Director thinks Council should adapt a resolution and at least make the State <br />Senators and State Representatives aware o~ the fact that the state law presently <br />pretty much hamstrings the effort~a of the local school board and municipality with <br />respect to fi~tiug these r~egets for decreases. Law Director Gareau explained <br />that a multi-family or commercial establishment has a right to use s method other <br />than fair market value in determing what the value of their property is and that <br />is the operation approach. Law Director Gareau explained the method of operation <br />approach and discussed other inequities in the Law. Feels Council should get <br />involved and will work with Council regarding a resolution. Hopefully we can get <br />other communities to go along with the City of North Olmsted and ultimately get <br />the entire Cuyahoga County to correct this wrong. <br />Safety Director Petre reported: 1) regarding the North Olmsted Recreation Complex <br />figures now available indicate that income at the Complex for 1977 was $428,753 <br />while our expenditures were $436,594. plus approximately $16,000. in unpaid bills <br />that will be carried aver into 1978; <br />2) are currently studying the feasibility of having trained auxiliary policemen <br />with arrest powers. The estimated cost to the City would be $350. per man. We <br />feel this would be an excellent idea to supplement our regular officers due to <br />manpower shortage which exists in the lbt.ice Department at this time; <br />3) have not yet acted on Ord. No. 77-194, with regard to the sale of 1,136 lbs. <br />of scrap lead from the police firing s because of the con: versus price factox <br />which would result in an expense to the City. The solution offered would be to <br />wait until we have at least 3,E?At} lbs. of scrap lead to sell at one time. This <br />solution is acceptable to the Police Department. <br />Mr. Beaty as&ed Safety Dixectar Petre if there is a schedule for putting on <br />additional poli.ceawen. Safety Director discussed same explaining there is no <br />schedule as yet - will be making a r®commendation to Council in the near future. <br /> <br />
