Council Minutes of 2-7--73 <br />-6- <br />Mr. Beaty moved Council approve the appointment of Julia Brown to the Planning. <br />Coannission to fill the vacancy of Conrad 8vanoff, for term ending 12f31181, <br />seconded by Mr. Boehmer. Affirmative vote: Beaty, Boehmkr, Logan, Petrigac, <br />Saringer, Sharpe, Wilamosky. Motion carried. <br />Mr. Boehmer, Chairman Public Safety, Health & Welfare Gotwmittee and Transportation <br />Committee, reported Transportation Coma~ttee set Januax3- 23, 1478 and the Safety <br />Committee met on January 24, l9?8. All Coamittee Meabers were in attendance at <br />meetings. Committee discussed the increases of the A~icipal Bus Liz-e <br />employees and Committee has no objections and will request suspension of rule <br />requiring three separate readings tonight on Ord. No. 78--15; <br />2) Committee discussed Ord. l~to. 78-16 -amending the traffic control p and file <br />to provide a traffic signal at the ingress. and agrees drive of the Nsc Center on <br />Lorain ~.d. Cur~ittee felt there should be a signal there and appzoved the layout; <br />3) Committee discussed Res. No. 78-1$ requesting the Director of Highways: State c~~ <br />Ohio, to declare the speed limit on Br«wkpark Road within the City of North Olmsted <br />at 35 mph. Councilman Logan will i:-troduce the legislation and request suspension <br />of rule requiring three separate readings. <br />Mr. Wilamosky, Chairman Finance Committee and Long Range Planning Con~ittee, <br />reported: 1) Loag gangs Planning C~rsittee met jointly with Environmental Control <br />Committee Mr. Tone Kra11 of ~#.strlct 12 of the Ohio Dept. of Transportation, and <br />two of his r+~presentativQS. Driscussed the Final Environmental Is~-act Statement <br />with respect to 1-480 and how it will affect North Olmsted on noise, soil erosion <br />and lanscaping, etc. We were ;wised that the State does not have the intent to <br />implement a landscaping or soil erosion program during the construction stages. <br />Mr. Rrall advised Ca~Ittees that the State does not have its share of snatching <br />funds to :Immediately undertake a landscaping and soil er~ruion program during the <br />construction stage. Mr. Kroll and the representatives of the Dept. of Transportation <br />made no concessions whatsoever with respect to noise. Mr. Wilamotlry referred to <br />the two areas where the Stateanwent indicates that the noise level would be increased <br />by 15 to 19 dbas. The Officials pre~,t at the meeting Indicated that it is some- <br />thing they would look into after the construction of the roadway and may undertake <br />noise abate~aent at that time. Mr. Wilas~c+sky has drafted a letter which he had <br />asked the Clerk to submit to all era of Council and would Like to take same up <br />under New .Business and have general dissuasion of Council with respect to the letter; <br />2) Finance Committee met immediately following the ,)oint meeting of Finance & <br />Long Range Planning Committees and reviewed following: <br />1) Ord. No. 78-9 and Committee has no objections; <br />2) discussed with Service Director immediate equipment needs: the possible purchase <br />of a Gorator which. is a machine used at the Treatment Plant. Service Director <br />advised Committee that this is the original piece of equi;~ment and should it break <br />down or malfunction it could possibly shut-the Plant dawn. Committee requested <br />legislation and same is on Agenda tonight authorizing the advertising for bids for <br />a gorator; <br />3) discussed Res. No. 78-20 authorizing the advertising of bids for 110,000 <br />lbs. of Tysui to be used at the Treatment Plant and Committee recommends adoption <br />of same; <br />4) Committee recommends adoption of Res. No. 78-21 which authorizes the Service <br />Director to advertise for bldg for tw9o 8 ft. snow plow bia,es and two 10 ft. snow <br />glow blades with necessary hitches. There are other equipment needs but Committee <br />did not undertake s discussion of seats -discussed needs for immediate future only; <br /> <br />
