Council Minutes of 2/6/79 <br />-3- <br />Mr. Boehmer, Chairman of Transportation, Public Safety, Health and Welfare C<rmEnittees <br />reported: 1) committee met with Presiddnt of Council Limgert, Councilman Lo$an, Safaty <br />DirecCor Petre and Chiaf Bement also in attendance. Committee discussed Ordinance <br />No. 79-6, an ordinance establ3shing the policy of requiring all uaiform aworn <br />peraonnel in the Fire I?epartment to became certified garamedics within 36 waths of <br />date of hiring. Some ileiubers of Gouncil would like more information at? this artd <br />under new husiness will achedule a meeting of Gouncil as a Glhole to discuss this. <br />Pir. Wilamosky, Chairman of Finance Comml.ttee reported: 1) Finance Comnittee met on <br />Januarq 23rd with President Limpert and Cauncilman Lagan and Boehmer also in attendance. <br />Committee discu3sed salaxy chsagea for the aext council. Had hoped to ttaiformally <br />include within one ordiaance bath Ward and At Large salaries aud the Pros3+dout of <br />Council's salary. In d3scusaion with Taw Director and in keeping with the limitations- <br />and sgirit of the City Charter, fiad that th3.s can't be dane because of the sg2it Cerm <br />of office. Therefore, committee rec ded smending 4rdinance N4. 79-5 by strikiag <br />; out, from Section 1, the dallar amount for the year 1980 of $4,375 and inserting $4,000. <br />Also, striking out the dollar amcturtt for ttte ysar 1981 ,aad inserCing the awunt of <br />$4,000 - atriking out the dollar amovnt for the year 1982 and insezting the anwunt af <br />$4,400 - striking out the dollar amount for the year 19$3 and insertiag the aamonnt of <br />$4,400. Basically the total inerease for Che foux year term for Council aL T,arge be- <br />ginniag Januarq 1, 1980, is 5% with a total cash increase in the four year paxtod of <br />$800 and the committee has no objection to this snd recommends ac3option af the ordin- <br />ance as amended. <br />2) committee also met with the Mapor and thee FinAmce DirecCor to discuse the estimated <br />revenues for the year 1979. Are currentlg estimatiug a revenue of $4,298,279, which <br />is considerably less than the reveaue received in 1978. Mayor advised that he is <br />currently working on recoamendations wi.'th reapect to appropriations for 1979. Comm,i.ttee <br />is waiting for its completian and urges the Mayor to campiete it as rapidly as possible <br />to allow commitzee and Council ample time to review it and make any rec ed chsnges. <br />3) committee also reports that Ordinance No. 79-10, sn ordinance directing tbe Cauntq <br />Auditor to pay the City pf Noxth QlmCed all tax moneq owed and due tlae Citg, ie on the <br />agenda tonight. tdill be askiag for auspeasion of rule so it can be forwrarded to the <br />County and hopefully start receiving seme revenue for use in the City. <br />Mr. Logan, Chairman of Recreation, P%ib11.c Parks and Buildings Commi.ttee reported; <br />I <br />1) committee met Monday, January 22nd, and discuased Ordinance No. 79-3 which authorizess <br />the Director of Public Safety to advertise for agymaastic mat. Comaaittee has no <br />ob3ection. Mat would be stored at the Hi!;h School until such tiffie as the second floor <br />at the P.ec Complex could be used. <br />2) conunittee discussed Ordiasnce No. 79-14 which is a new piece of legislatioa, and <br />committee has ao objection to tbi,s ordiasnce which would authorize the Mayor to enter into an agreement with Cimter, Inc., wha does advertisiag murals, which wou1d be <br />painted on the walls of the Rec Camplex in a very art3stic, esthetic, pleasf.a$ <br />manner. This advertising would bring in revenue to the Cf.ty. Wil.l ask for suspen- <br />sion of the rule requiring three resadings aad p"s this under emergencq ton3.ght. <br />3) with respect to Barton-Bradley Park, anumber of months ago had discugsed the <br />restroom facility that is to be built. This wlll be built through Community I?evelopenent <br />Block Grant Funds through the Federai government gnd $22,000 had been allocated for it. <br />The Porter Rosd culvert required additional money over what had beea previously <br />anticipated so that money unfcartuaatelq has to come out of the Bartan-Bradleq facility <br />at least on a temporaxy basis. This will cause eome delays with construction of a <br />restroom facility, possiblY not unCil late this summer. <br />President Limpert commented that he had the opportunity to be at the meeting and saw <br />the artist's conceptions of the proposed advertisiug for the Rsc Camplex. Invited any <br />member of the audi.ence who is intere$ted and would 11ke to view tham a€ter Council <br />, Meeting, to come ug and Safety Director Pffitrr wcauld be more than p,lad to preeenC them. <br />
