Council Minutes of 10/21/81 '3' <br />? 6) Attended a seminar/award dinner put on by the American Society of Civil Fngineers <br />honoring Professor Harold Michaels who is Chainaan of the Department of Civil <br />Engineering for Purdue University, the lasgesC civil engineer3nq college in the <br />United States. Professor MichseZs mentioned that cme of the problems facing the <br />country is that it is takea far granted that once things are canstzucted that they <br />will require little ar no maintenance. &tafntenance of a hightiray system, alcmeg with <br />other public works facilities, is going to require some courage on the part of <br />legislators to make the funds available so as not to continue with deferred mainten- <br />ance which only requires greater expeuditures to repair things. The reason TMIr. Zurawski <br />mentions this is that. when he eame fnto the Engineering Department, the prablem <br />with the Columbia Road culvert was not ane of maintenance, nor of renair, but one <br />of replacement. <br />Law Director Gareau reportede 1) With respect to The Right Place, City filed a <br />complaint; The Right Place then ffled in Federai Court. City filed amoCion to dis- <br />miss, asking the Federal Cixert to abstain frcxa 3urisdictioa; The Right Place did <br />not respond within ten days, accardia$ to the rulea of the Federal GQUrt. Becauee <br />of their failure to respond, Law Directar filed a motioa for sancticns against them, <br />asking that they not be permitted to file a brief in opposition to our motion. <br />Wi11 report further on this. <br />2) With respect to the RTA Case, has filed an action in Federal Court for anti- <br />trust violations, asking for iajunctions. Case hss becm assigned to Judge Manos. <br />Will be receiving an answer within the 20 days the court allaws. <br />Safety Director Petre reported: 1) Have advertised for bids for police czuisers, <br />two safety department vehicles and radios. Bids will be opened November 2, 1981. <br />2) on October 9th, Richard F. Calvetti was smrn in as a Fatralman with the North <br />Olmsted Police Department. <br />3) Trick or Treat Evening is scheduled for Saturday, October 31st, from 6 P.I. to <br />Se30 P.H. <br />4) The Recreation Caimnission moved to expend up to $2,300 for the purchase and in- <br />stallation of a public service sign at North Olmsted Park. This project is in <br />conjunction with Connnunity Gouncil. <br />5) At last Council Meeting, a petition was presmted citing many complaints by <br />residents concerning a certain property. Would like to adwise Council, perhaps at <br />a Safety Corrmittee Meeting, about ttte findings by the Fire, Police and Buiiding <br />Department. <br />6) A Community Noise Pollution t+Tarkshop, sgonsored by 'VOACA, wi11 be held on <br />November lOth. Aayone wishing to attend this all day session, should contact <br />LMr. ?etre not later than Thursday of this week. <br />7) `?ith resnect to the proner display of street numbers, have discussed this with <br />the Laxu nirector, Fire and Folice Departments and Ruilding Commiss3.oner. "aringer, Chairman Streets and Drainage Committee and Intra-Governtnental <br />P.elations and Legislation Commmittee reportede 1) Legislative Committee met this <br />eveninf., and interviewed kIr. Rurns. iqrs. Saringer moved Council approve the <br />appointment of James Burna to the Planning Commission for a term ending December <br />31, 1932, seconded by Mr. Boehmer, unanimously approved. Coesncil recognized <br />'x. ":urns who was sitting in the audience. <br />2) Committee also discuesed Ordinance No. 81-110, regarding deliveries to <br />crnmnereial establishments, which is on third reading this evening. Cowmittee has <br />no objection.
