Saringer, Chairman "treets and Drainage Cornnitt-?e an.d Tntra-Governmental <br />Relations and Leaislation Committee reporteda 1) Lepisi-ation Comittee met last <br />evening with '.•'.rs. Petrigac and iMrs. Saringer in attendance. Discussed the appoint- <br />ment of 'Ir. James A. Burns to the Planaing Commission to fill the vacancy of <br />"qr. Bugala. Before acting on this anpointment, would like to mot with :4r. Burns <br />for further information as to his qualifications. t•lould apnreciate it if th+e news <br />media -aould make it kno-nZ that the City is aliaays in searen of qualif ied people to <br />serve on the 3oards and Commissions; candidates can contact the '?ayor`s office or <br />an.y "gemher of Council if the?y feel they are qualified. <br />2) Committee discussed Ordinattce No. 81-105 which deals with aecoadhand dealers. <br />^ection 755.12, entitled "Excentionshas heen amended to read, after the last <br />sentance of this section, "Sha1I not apply to the casual sales between persons at <br />suCh sSles 8s 1Qgarage°P, tPbSSEtDEt1t"' and °Tyard",ss <br />3} Streets and Drainage Comittee also met last night -iith Mr. Zuracaski, Mayor <br />Swietyniowski and Mr. Spena+der, representing Aqdro Brake, also psesent. Committee <br />discussed possible solutians to basemeant floodiAg and fundinp far this nro3ect. <br />Discussed CDBG funds for fiscal year 1981. Street lighting on Laratin and Brookpark <br />Road saas a reeotrm?ended use for same of tie CDBG money hawever since CEI refused to <br />cooperate,these funds, in the amount of $35,000, are available. Mr. Spenader ex- <br />plained the Hydro Brake systam to the Comittee and Council-as-a- Wlyole will meet in <br />the near future to hear the presentation and look at the total concept. Over a119 <br />it wi11 cost $80,000 minimun for the inlet cantrol. Committee feels the program <br />could be started and the $35,000 available from the street lighting pragram used for <br />this nroject. <br />4) Mayor Swietyniowski reported on the leaf collectiong equipment has arrived and <br />^ervice Department is settiag up a work:able schedule; notices will be going out <br />to homeowners informing them of the groaedure. <br />5) Committee discussed the traffie situation on Clague Road where there have been <br />numerous complaints; since the onening of I--480, residents are having difficulta <br />?-)ulling in and out of their drives. '.lydinance No. 81-110, calling for the installa- <br />tion of a'"do Right Turn On Red" sigt? at the interseetion, is designed to helr allevi- <br />ate t.zis pro>>lem. 7•1111 ask for suspeasion of rule requiring three readin¢s. <br />6) Feels the school crossing sign on C1ague !toad is misleading and indicates f.alse <br />security since no guard is present. Hopes that a school guard will be requested for <br />this crossing. <br />'?rs. Petrigac, Chairman Environmental Control Committee reported: i) Environmental <br />Control Committee met leptember 22nd at 7; 30 P.P4.,Taith aIl members present and <br />also °tayor ScTieCyniowski. Committee again discussed Ordinance ?30. 81-104, the CEI <br />"C'i capacitors. Mrs. 1'etrigac presented about tTrenty-six articles regarding PCB to <br />the committee, one of tahich reported the first association of I'C3 with cancer in <br />humans. The study was conducted by the University of Pennsylvania, School of <br />?iedicine. A form of skin cancer was present in two of a group of thirty-one <br />eznployees heavily exposed to PC41. Committee again discussed whether the legislatfon <br />should be in ordinance or resolution form. Mrs. Petrigac has stated frrna the <br />beginning that this should be an ordinaace9 11Ir. Mcx:ay agreed., 1114r. T'oehmer, an <br />emplayee of CEI, stated he will abstain. Law Director Gareau iag.s requested to draft <br />the legislation into Ordinance form. Mrs. Petrigac exalained what the changes in <br />the legislation would be and how it would read when it was retyped. Cauncil will <br />receive copies of Ordinsnee No. 81-144 wit:z a11 the chanoes. <br />2) P•qrs. Petrigac moved that Council authoriSe Lwf Director Gareau to proceed Taith <br />• the settlement with the Environriental Protection Agency as outlinetl in his letter <br />to Council dated September 18, 1981. Mr. tdilamosky asked that the EPA letter be <br />included as an exhibit since it outlines exactlq what the terms are. The motion <br />was seconded by Mrs. Saring@r and unanimously approved. <br />
