Council Minutes of 12/20/83 _3_, <br />? <br />Mr. McKay, Chairman Environmental Control Committee as well as public Safety, Health <br />and Welfare Committee reported: 1) Recreation Commission met on Tuesdaq, December <br />13, 1983, at which time the Commission was made aware of the holes in the roof of the <br />Complex, most severe Being in the roof area over the swiimning pool; lesser problem areas <br />being the tennis courts and rink area. Problems are caused by the roof construction <br />and improper vapor barrier. Structural Sales Company made a study of the raof and be- <br />lieves a new roof should be vlaced over tne existing roof, after repairs are inade to <br />the present roof rafters. New roof would be of steel, covered with aluminum, costing <br />$400,000 plus or minus 10%. Commission recommends that Roth Brothers do an energy <br />study throughout the Complex. Sale of lettery ttckets was briefly discussed; no <br />conclusions reached. Commission feels a liquor sales or use should not be permitted <br />at the Rec Complex or at tfie Comcnunity Cabin. <br />2) Mr. McKay invited anyone interested to view the environmental film which will be <br />shown in the Mayor's office iminediately after the Council Meeting. <br />Mr. Bierman commented on Mr. McKay's report and stated that the $400,000 figure quoted <br />included the roof and also an energy management eontrol for the entire building. <br />Mr. Wilamosky stated that he had reviewed Ordinance No. 83-126 over the we:ekend and has <br />received some additiQnal recommendetions froan the Administration regarding transfers <br />of funds. Would not reconmsend adontion of_ Ordinance No. 83-126 as it presentlq reads. <br />[aould ask the President of Council to schedule a Special Councii'?Meeting to handle this <br />particular piece of legislation. <br />Letters and Communications: <br />Clerk of Council read a letter from Councilwoman Petrigac asking Council to excuse her <br />absence fram tonight's meeting of Council; she is in Tuscon, Arizona, with her new <br />grandson. <br />People addressin g Council: <br />Mr. Gregory M. Lichko, Attorney,firm of Kohrma.n, Jackson and Weiss, stated that the <br />action of the Planning Conanission,with respect to the addition to the Rini Brothers <br />store, was illegal. Asked Council to over rule the Planning Commission; if they do <br />not, will have no other choice but to go to court. <br />Mrs. Gemma Szabo, 30837 Bradley Road, stated that Councilwoman Saringer's rights were <br />being violated; if she w-anted to resign, she had every right to do so. With respect <br />to Ward 1, people are saying that Mr. TJoerpel should take that seat. Maybe Mrs. Szabo <br />should move iizto ?aard i and get the seat because she has a temper like Mr. Woerpel's. <br />She does not think that anybody with a temper should be on Council. <br />Mrs. Sharon Bramhall, 5312 Devon Drive, stated that she is aDemocrat, living in the <br />Gity of North Olmsted for tfie past ten years. Places a high value on her voting <br />privileges and ob,jects to Councilwaman garinger's resignation immediately following <br />her election. Feels the Demoerats on Council will go to any means to obtain a majority, <br />even as far as violating a most sacred constitutional ri$ht to select representation <br />in government; they have abused a law which permits an appointment by Council which <br />the citizens had intended for emergency purposes only. <br />LEGISLATION! <br />Ordinance No. 83--126 introduced by Mr. Wilamosky was given its second reading. An <br />ordinance to make and transfer appropriations for current expenses and other exgendi- <br />tures for the City of North Olmsted, Ohio, f_or the year ending December 31, 1983, and <br />declaring an emergency, as amended.
