<br />2) Recreation Commission met on November 22nd; purpose of the meeting was to re-
<br />view suggestions for the Capital Improvements Program for 1984. Ntany items Taere
<br />listed dealing with the Recreation Complex, the Part_c, ball diamonds, tennis courts,
<br />etc. Mai-n noint of_ the diseussion was the xoater tower and possibility of changing
<br />the present brine system of freezing ice to a d.irect svstem. Present utility bills
<br />amount to around $230,000 per year. If a Sn% savings could be realized by a new
<br />system, it would amount to approxi.mately $100,000 per year in savings and the savings
<br />would pay f_or the direct system in 7 to $ years. Fstimated cost of a new system is
<br />between $480.;000 and $500,040. Commission has appointed a subcommittee to engaae
<br />an energy consulting company to monitor the present ice rink usage. Another alternative
<br />to the water tower would be an evaporator condensor. Present hrine system is q_uite
<br />old!. it has a sand floor mhich requires b to 8 inches of ice. The direct system,
<br />calls for a 2 to 3 inch concrete floor, which could be utilized for other recreational
<br />purposes in Suffiner.
<br />3) Also, Mr. McKay moved Council have no objection to an F2 liquor permit for the
<br />Kiwanis Club of North Olmsted, to be utilized at 29271 Loratn Road, on December 31,
<br />1983., second by Mr. Wilamskp, unanimously approved.
<br />4) Mr. McKay moved Council have no ob_jection to a Cl and C2 liquor permit transf_er
<br />from Tru Bru Tncorporated, dba Sav Ma.rt, 24046 Lorain Road, to Hopstein Corporation,
<br />dba Sav Mart, 24046 Lorafn Road, second by Mr. Rierman, unanimously approved.
<br />4) Safety Committee met on Tuesday, Novemher 29th to discuss the speed limit on
<br />Lorain Road. Present were Safety Director Petre, Service Director Corrigan,
<br />Prosecutor Albenze, Police Captain Brow, Council President Boehmer, Councilmen
<br />Logan, Petrigac, Wilamosky and McKav, as well as Mrs. Mary Jean Barrett from the
<br />Pla3n Dealer. Present speed limits are 35 miles per hour from the Lorain County
<br />Line to west of the North Olmsted Park; 25 miles per hour from there to Canterbury
<br />Road; 35 miles per hour from Canterbury to tfie east boundary line. Tn the past f.ive
<br />years, four fatal accidents have occurred in the 35 mile per hour zone; none in the
<br />25 mile per hour zone. Tn 1982, 159 accidents occurred on Lorain Road with speed
<br />being a direct factor in 59 accidents and may have been a factor in 61 of the re-
<br />maining number. Committee has requested further information - hoxa many accidents in
<br />relation to number of cars traveling on Lorain Road as well as requesting the State's
<br />standard of accidents per 1,000 vehicles.
<br />Mr. Wilamosky, Chairman Finance Committee as well as Streets and Drainage Committee
<br />reported: 1) Finance Committee met November 28th. *4.avor Swietynfiowski, ni_rectors
<br />Boyle, Corrigan 3nd netre, President Boehmer and Councilwaman Petrigac were in
<br />attendance. Committee (itscussed Ordinance rTo. 93-131 which was tabled last night.
<br />2) Committee discussed Ordinance No. 83-133, which establisTies comnosition of the non-
<br />unif_orm personnel of the Police Depa,rtment together with sa?_aries and benefits.
<br />Committee has no objection.
<br />3) Committee also discussed the City's balance of appropriations; asked the Admin-
<br />istration to prepare legislation for inter-fund transfers as well as any additional
<br />appropriations. 14hen received, Committee will review and make recommendations to
<br />Council.
<br />4) Meeting of the Fa.nance Committee was continued on December 5th with "'Ir. '.`'[cKay,
<br />Mr. Logan, Mr. Wilamosky and Director Boyle in attendance. Committee discussed
<br />Ordinance No. 83-141, an appropriation for $$5,000 to cover cost of cleaning the
<br />water line on Lorain Road. Other anticipated costs from the City of Cleveland,
<br />such as cleaning clogged meters and flushing, were included. Committee has no objection
<br />Wi11 be asking fo.r suspension of rule requ%ring three readings tonight.
<br />5) Community Improvement Corporation has reviewed an application from Fairview Enter-
<br />prises, Incorporated,dated November 10, 1983, req.uesting 2.5 million dollars in
<br />Industrial Revenue Bonds. The applicant intends to purchase the pro-ject site of
<br />Coe Elementary School at the intersection of Lorain and Columtiia Roads for the
<br />construction of a medical office huilding which wi.ll be leaseci to Fairview General
<br />Hospital and members of its medical staff. Bond counsel, Arter and Hadden, indicate
<br />the project is within the permitted uses of Industrial Revenue Bonds as set forth in
<br />Chapter 165 of the Ohio Revi.sed Code.
