Council Minutes., of 12/6/83 <br />-5- <br />People address3ng Council: <br />Mr. Allen Cormack, 5269 Devon Drive, protested Janet Saringer's resignation prior <br />to January l, 1984, as unethical. Her action preempts the right given by law to <br />the 1984 Council to fill. the two vacant Council seats. Glard 1 voted overwhelmingly <br />for all three Republicans with over 1,400 votes for each and deserves a Renublican <br />Councilperson to represent the citizens of this ward. Demands Council drop the <br />issue of filling the vacant seats until January lst. If_ this is not done, he <br />supports the Republican walkout. <br />Mr. Dennis Klasch, 23452 Westchester, discussed the flooding of basements on <br />Westchester: asked what action would be taken to alleviate. Service Director Corrigan <br />commented that the flooding problem is chronic; storm sexaers are very shallow in <br />relation to the elevation of homes. Until the storm capacity is improved on Clague <br />Road and the reconstruction is finishedr does not see much hope for relief of the <br />flooding problems on Westchester. City will continue to trouble shooti try to pro-, <br />vide spot relief_; give advice as to what might be done within individual properties <br />to provide some relief. <br />Mrs. Margaret McKay, 51.97 Columbia Road, stated that as a taxDayer in G)ard 4 she <br />resents paying any wages to elected officials who do not face un to their re-- <br />sponsi6ilities and either stay away .f_rom Councit Meetings or walk out without voting. <br />Mrs. Janet Saringer, 23336 Stoneybrook, asked to receive minutes and correspondence <br />of Council, thinks Councilman Flect, Dennis Rademaker, should also be receiving <br />same. <br />LEGT SLA T IO'T : <br />Ordinance No. 81-123 introduced by Mrs. Petrigac was given its third reading. An <br />ordinance authorizing the Building Commissioner to nroceed with the demolition or <br />removal of the single residential dwelling with attached garage on Permanent <br />Parcel No. 232-23-11, at 25710 Lorain Road, in the Citv of North Olmsted, and de•-- <br />claring an emergency. Mrs. Petripac moved for adoption second by Mr.. Woerpel, <br />unanimously approved. Ordinance No. 83-123 adopted. <br />Ordinance No. 83-132 introduced by Mr. T+?ilamosky «as given its third reading. An <br />ordinance establishing the comalement of the Parks and Recreation Department, affix- <br />ing the compensation to he paid the members thereof and repealing Oxdinance No. 83--62, <br />and declaring an emergency. Mr. r7il_amosky moved for adontion, second by Mr. McKay, <br />unanimously approved. Ordinance No. 83--132 adopted. <br />Ordinance t1o. 83-133 introduced by 'fr. ?-Tilamosky was given its tkiird reading. An <br />ordinance establishing the organization and composition of the non--uniform personnel <br />of the Police Department, together with salaries and other benefits for said <br />emplo_yees, and declartng an emergencv r?r. T]ilamosky moved for adoption, second by <br />Mr. McKay. Mrs. Petrigac stated that the ranges were sti11 very 1ow: Mr. i°lilamosky <br />advised this would be reviewed in Januarv or early February. Ordinance No. $3-133 <br />unanimously approved. Ordinance T1o. 83--133 adopted. <br />Ordinance No. 83--134 introduced by Mr. NicKay was given its third reading. An ordin- <br />ance authorizing the Mayor to enter into an agreement with the consulting firm of <br />Dalton-nalton-Newnort for the engineering and consulting seruices for construction of <br />improvements to the North 0lmsted Glastewater Treatment Plant and standby electrical <br />power according to the revised proposal in the Step 3 apglication for the North <br />Olmsted Facility Plan, as amended. Mr. McY.ay moved for adoption, second by Mr. Logan, <br />unanimously approvecl. Ordinance No. 83-134 adopted. <br />? <br />. : ,. , <br />?
