<br />2) The Environmental/Finance Committee Meeting was held on Monday, October 17th.
<br />Those present were Mayar Swietyniowski, Council President Boehmer, Councilpersons
<br />Bie.rman, Petrigac, Saringer, Woerpel and Wilamosky, Service Director Corrigan, Super-
<br />intendent Gorsuch, and Mr. David Ramen o.f North Woods Condominiums. Many aspects of_
<br />rubbish pickup at condominiums were discussed. Committee recommends passage of
<br />Ordinance No. 83-40, authorizing tfie Director of Public Service to advertise for
<br />bids for trash removal in condominiuats, however, there will be a meeting with the
<br />Law Director to amend Ordinance No. 75-25.
<br />3) Mr. McKap moved Council have no ob.jection to a D1 liquor license permit for the
<br />Milk Pail Family Restaurant, Inc,, 28991 Lorain Road, second bp Mr. Wilamosky,
<br />unanimously approved.
<br />4) Safety Committee met Monday, October 17th also. In addition to those present at
<br />the Environmental/Finance Committee Meeting, were Safety Director Petre, Police Chief
<br />Taylor, and Captains Brow and Marsh. Chief Taylor explained the operation and purpose
<br />of the Traffic Tndex. No persan, or the deoartment as a whole, is assigned a quota
<br />or a set number of tickets to fie issued. Primarv reason for the Traf£ic Tndex is to
<br />reduce the number of accidents whtch cause injuries or fatalities. Each patrolman is
<br />evaluated each month by a shift sergeant. The evaluation report has fifty-one categories
<br />cx items which determine eacfi man's performance. This means traffic tickets make up
<br />only 1/50th of each person's evaluation. Tn th.e past eight years, one officer has been
<br />reprimanded for lack of productivity and this was not just in the area of issuing
<br />tickets but was related to ather performances as well.
<br />5) Mr. McKa.y moved Council extend full payment of his regular salary to Patrolman
<br />Gerald J. Tehoke for a period of 90 days, beginning on November 5th, 1983, with the
<br />sti,pulation that not less than 20 days prtor to the termination of this extended
<br />salary, Patrolman Tefioke shall be examined b_y the City ph_ysician and findings of the
<br />physician and recaaunendations as to whether or not Officer Tehoke will be able to
<br />continue his employment or be placed on disability with respect to his financial
<br />status be presented, second by Mr. Woerpel, unanimously approvede
<br />Letters and communications:
<br />Clerk o£ Council read a letter from Ur. Gordon W. Cliarboneau, 24801 ,M,aple Ridge Roadr
<br />thanking the City's Service Department for its prompt response and cvopexation on
<br />October 5, 1983, when water backed up into the basement; Service Department checked
<br />the drainage ditch and brought out an electric pump.
<br />People addressing Council:
<br />Ms. Rita Clesh, Rosita Lane; Mr. Art Bifibs, 23472 Ifestchester Drive; Mr. Arch McKendry,
<br />23422 Westchester Drivec and Ms. Rosemary Gasfio, 24228 Fairlwan Drive, discussed the
<br />flooding problem they had due to the October 5th storm. Administration explained that
<br />over two inches of rain in a two fiour period was bound to cause problems. Next Janu-
<br />ary, City will try to eliminate storm water runoff into the sanitary sewer system in
<br />the Walter, Gessner, Maple Ridge Road area by disconnecting downspouts and installing
<br />splash pads, at no cost to the residents. Hopefully, this will help when the Spring
<br />rains fall. Also, will be instaliing hydro brakes in the DeerfieZd area and as part
<br />of this program, will put small retention tanks in tree lawn areas in a few places.
<br />Ms. Catherine Castrigano, 25735 Lorain Road, complained of a telephone pole and a water
<br />hydrant in the middle of the driee leading to her condominium. Law Direetor advised
<br />this is private property; the City cannot £orce anyone to eNDend funds to remove a
<br />hazard from someone else's property.
<br />Mr. David Kaman, David Drive, advised Council that all of the condominium residents
<br />in the City are in favor of Qrdinance No. 83-40, removal of trash from condominium
<br />properties; would hope Council would pass the legislation tonight.
