,. ? <br />Council Minutes of 10/4/83 _3_ <br />Mr. McKay discussed the legislation covering a loading zone at the Senior <br />4D Center. Suggested the Comanittee handling this legislation consult with the <br />Fire Chief so the planned loading zone would not interfere with the fire lane <br />in the area. <br />Mr. Woerpel asked if Mr. McKay's committee had reported out on Ordinance No. <br />83-40, which authorizes the Service Director to advertise for bids for the re- <br />moval of trash from condominium properties. Mr. McKay responded that he has <br />recently received the information he was awaiting from Director Corrigan and <br />it will be discussed in committee; a joint Finance and Fnvironmental Control <br />Committee Meeting. Mr. tailamosky asked that Director Corrigan forward a copy <br />of the same report given to Mr. McKay to Mr. Wilamosky. Mr. Gloerpel and <br />Mrs. Saringer also asked for a copy. <br />Mr. Wilamosky, Chairman Finance Committee as well as Streets and Drainage Committee <br />reported: 1) Finance Committee met September 26th with Member McKay and Mr. Wilamosky <br />present. Also in attendance were Mayor Swietyniowski, Director Corrigan, Director <br />Boyle, Law Director Gareau and Rec Complex Manager Couts. As Mr. Petre indicated, <br />Committee discussed an inerease of $5,000 for the Pro Shop; will be recotttmending <br />such a transfer from the line fti.em "wages" to "Pro Shop stock". Mr. wilamosky asked <br />the Administration to provide recommendations for any transfers for the balance of <br />this year. <br />2) Committee also discussed, at considerable length, the issue of sewer billing; <br />reached no conclusion with respect to recommendation. Is in the process of developing <br />a cost analysis of what it would cost the City to do the reading of ineters, billing <br />and collection. Basically, are looking at four areas and hope to have the informa- <br />tion available for Council to make a decision on the way to go. <br />2) Committee discussed Ordinance No. 83-112, advertising for 2,000 tons of cinders- <br />Ordinance No. 83-113, advertising for tires and tubes; Ordinance No. 83-114, advertising <br />for 2,500 tons of road salt; Ordinanee No. 83-114, authorizing the issuance of notes <br />for the Bus Garage, Service Garage and Administration Building. Committee has no <br />objection. <br />People addressing Council: <br />Dr. Thaddeus Mandato, Co-Chairman of the North Olmsted Condominium Owners' Association, <br />discussed the legislation introduced five months ago in reference to the trash pick- <br />up at condominiums. Is glad that information has been provided by Service Director. <br />Hopes Council will act on this even if the funds will not be available until next <br />year. <br />LEGISLATION: <br />Ordinance No. 83-109 introduced by Mrs. Petrigac was given its third reading. An <br />ordinance amending Section 5 of Ordinance No. 83-93 with respect to the establishment <br />of a salary range for the Clerk of Council and the Secretary to the Clerk of Council. <br />Mrs. Petrigac moved for adoption, second by Mr. Woerpel, unanimously approved. Ordin- <br />ance No. 83--109 adopted. <br />Resolution No. 83R112 introduced by Mr. Wilamosky was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for 2,000 <br />tons of cinders and authorizing the Mayor to contract for same, and declaring an <br />emergency. <br />4D Resoltlion No. 83-113 introduced by Mr. Glilamosky was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for new <br />tires and tubes for use by the City and authorizing the Mayor to contract for same, <br />and declaring an emergency.
